The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee study the crisis in suicide facing First Nations, Inuit, and Metis on and off reserve; that the committee's study include investigating Canada's place on the Kids Rights Index; that the committee look into traveling to select communities impacted by the crisis; that the witness list include but not be limited to community leaders, health experts, youth advocates, departmental officials, the Minister of Health, as well as First Nations, Inuit, and Metis; and that the Committee report its findings to the House of Commons.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That the Committee demonstrate flexibility regarding the scheduled end time of meetings when circumstances out of the Committee’s control delay the questioning of witnesses; and that the Committee not consider any substantive motion beyond the scheduled end time of the meeting.

2. That, for separate panels of witnesses, the rounds of questioning recommence at the first round.

3. That the Chair write to the Standing Committee on Procedure and House Affairs requesting that it consider recommending to the House that the name of this Committee be changed to the “Standing Committee on Indigenous and Northern Affairs” in Standing Order 104(2)(a); and that the House Leaders be copied on the letter.

It was agreed, — That a proposed budget in the amount of $8,600, for the study of the Declaration of Health Emergency by First Nations Communities in Northern Ontario, be adopted.

It was agreed, — That a proposed budget in the amount of $2,400, for the Briefing with the National Centre for Truth and Reconciliation, be adopted.

At 4:23 p.m., the sitting was suspended.

At 4:31 p.m., the sitting resumed in a televised session.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 16, 2016, the Committee proceeded to a briefing with the Native Women's Association of Canada.

Dawn Lavell-Harvard made a statement and, with Dan Peters, answered questions.

At 5:31 p.m., the Committee adjourned to the call of the Chair.
