Pursuant to the Order of Reference of Tuesday, January 31, 2017, the Committee resumed consideration of Bill C-277, An Act providing for the development of a framework on palliative care in Canada.

The Committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1 (Short Title), is postponed.

The Chair called Clause 2.

On Clause 2

Sonia Sidhu moved, — That Bill C-277, in Clause 2, be amended by:

(a) replacing lines 21 and 22 on page 1 with the following:

care providers, develop a framework designed to support improved access for Canadians to palliative care — pro-

(b) replacing lines 11 to 19 on page 2 with the following:

(f) takes into consideration existing palliative care frameworks, strategies and best practices.

(2) The Minister must initiate the consultations referred to in subsection (1) within six months after the day on which this Act comes into force.

After debate, the question was put on the amendment of Sonia Sidhu and it was agreed to.

John Oliver moved, — That Bill C-277, in Clause 2, be amended by replacing line 5 on page 2 with the following:

“tion needs of health care providers as well as other caregivers;”

After debate, the question was put on the amendment of John Oliver and it was agreed to.

John Oliver moved, — That Bill C-277, in Clause 2, be amended by replacing, in the English version, lines 6 and 7 on page 2 with the following:

“(c) identifies measures to support palliative care providers;”

After debate, the question was put on the amendment of John Oliver and it was agreed to.

John Oliver moved, — That Bill C-277, in Clause 2, be amended by replacing line 8 on page 2 with the following:

“(d) promotes research and the collection of data on palliative care;”

After debate, the question was put on the amendment of John Oliver and it was agreed to.

Don Davies moved, — That Bill C-277, in Clause 2, be amended by adding after line 14 on page 2 the following:

“(g) evaluates the advisability of re-establishing the Department of Health's Secretariat on Palliative and End-of-Life Care.”

After debate, the question was put on the amendment of Don Davies and it was agreed to.

Clause 2, as amended, carried.

Clause 3 carried.

On Clause 4,

Doug Eyolfson moved, — That Bill C-277, on page 2, be amended by replacing the heading before Clause 4 and, in Clause 4, lines 27 to 33 with the following:

“State of Palliative Care in Canada

4 (1) Within five years after the day on which the report referred to in section 3 is tabled in Parliament, the Minister of Health must prepare a report on the state of palliative care in Canada, and cause the report to be laid before each House of Parliament”

After debate, the question was put on the amendment of Doug Eyolfson and it was agreed to.

Clause 4, as amended, carried.

Clause 1, Short Title, carried.

The Preamble carried.

The Title carried.

The Bill, as amended, carried.

ORDERED, — That the Chair report the Bill, as amended, to the House.

ORDERED, — That Bill C-277, as amended, be reprinted for the use of the House at report stage.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Sonia Sidhu moved, — That, pursuant to Standing Order 108(2), the Committee dedicate at least three meetings, by December 2018, to study anti-diabetes strategies in Canada and in other jurisdictions; that, in relation to this study, the Parliamentary Budget Officer provide a cost analysis on the current fiscal impact of diabetes and future projected costs to the Canadian healthcare system; and that the Committee report its findings to the House.

Debate arose thereon.

It was agreed, — That the motion be amended by replacing the the words “the Parliamentary Budget Officer provide a cost analysis on the current fiscal impact of diabetes and future projected costs to the Canadian healthcare system” with the words “the analysts provide the Committee with information regarding the fiscal impact of diabetes in Canada based upon currently available research and data”.

It was agreed, — That the motion, as amended, be adopted.

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee dedicate at least three meetings, by December 2018, to study anti-diabetes strategies in Canada and in other jurisdictions; that, in relation to this study, the analysts provide the Committee with information regarding the fiscal impact of diabetes in Canada based upon currently available research and data; and that the Committee report its findings to the House.

It was agreed, — That the Chair, in consultation with the Clerk of the Committee, prepare a schedule of meetings and that it be distributed to the members of the Committee.

At 12:11 p.m., the Committee adjourned to the call of the Chair.
