It was agreed, — That, pursuant to Standing Orders 108(1) and 108(2), a Subcommittee be established to undertake a study on sport-related concussions in Canada;

That the Subcommittee hear, not limited to this list, from amateur and professional athletes, families, national sport organizations and multi sport organizations, athlete and coaching organizations, researchers and members of the medical community;

That the Subcommittee be composed of seven members of which four shall be government members, two shall be Conservative Party members, and one shall be a member of the New Democratic Party, to be named following the usual consultations with the Whips;

That the Subcommittee be chaired by a member of the government party;

That the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Committee is not sitting in Ottawa, to sit when the Committee is sitting outside the Parliamentary Precinct, to sit during periods when the House stands adjourned, and to print from day to day such papers and evidence as may be ordered;

That the Chair of the Subcommittee meet with the Subcommittee on Agenda and Procedure of the Committee at their mutual discretion;

That the Subcommittee begin this study on Wednesday, October 31, 2018 and that it begin hearing witnesses on or after Monday, November 19, 2018;

That the Subcommittee report its findings and recommendations on how to better protect athletes and make sport safer for youth to the Health Committee;

That the Committee report the findings and recommendations from the Subcommittee to the House no later than Monday, June 3, 2019; and

That the Subcommittee be dissolved upon presentation of its final report by the Committee to the House .

It was agreed, — That, in relation to the creation of the Subcommittee to study sport-related concussions in Canada, the analysts and the Clerk, in consultation with the Chair, prepare a news release for publication on the Committee’s website.

It was agreed, — That, in relation to the study of M-132, Federally Funded Health Research, briefs must be a maximum of five pages long and submitted no later than Thursday, October 18, 2018, at 4:00 p.m.

It was agreed, — That, in relation to the study of the impacts of methamphetamine abuse in Canada, members submit their prioritized lists of witnesses to the Clerk no later than Friday, October 19, 2018, at 2:00 p.m.
