Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (C) 2015-16: Votes 1c and 5c under Office of the Co-ordinator, Status of Women, referred to the Committee on Friday, February 19, 2016.

The Chair called Vote 1c under Office of the Co-ordinator, Status of Women.

The Minister made a statement and, with Meena Ballantyne and Linda Savoie, answered questions.

Pursuant to Standing Order 81(7), the Committee commenced consideration of the Report on Plans and Priorities 2016-17 of Status of Women Canada.

The Minister made a statement and, with Meena Ballantyne and Linda Savoie, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Ruby Sahota moved, — That Federal Departments be invited to appear before the Committee regarding the study on violence against young women and girls on Thurday, March 24, Tuesday, April 12 and Thurday, April 14, 2016.

Amendment

Pam Damoff moved, — That the motion be amended by adding after the word “2016” the following: “and that the work plan of the study be referred to the Subcommittee on Agenda and Procedure and that they meet at the earliest opportunity; and that members submit any additional witness suggestions to the Committee Clerk by Tuesday, March 22, 2016”.

The question was put on the amendment of Pam Damoff and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

The motion, as amended, read as follows:

That Federal Departments be invited to appear before the Committee regarding the study on violence against young women and girls on March 24, April 12 and April 14, 2016; and that the work plan of the study be referred to the Subcommittee on Agenda and Procedure and that they meet at the earliest opportunity; and that members submit any additional witness suggestions to the Committee Clerk by March 22, 2016.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

It was agreed, — That members submit suggestions for witnesses on gender-based analysis study to the Clerk by Tuesday, March 22, 2016.

Motion

Pam Damoff moved, — That the Committee study violence against young women and girls in Canada first, followed by a study on gender-based analysis.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 1.

Motion

Sean Fraser moved, — That the Subcommittee on Agenda and Procedure review the work plan and witness lists on the gender-based analysis study.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 0.

On motion of Pam Damoff, it was agreed, — That the Committee encourage its members to complete the Gender-Based Analysis Plus Course from Status of Women Canada by the end of April 2016.

Motion

Anita Vandenbeld moved, — That the Chair email a link to all Members of Parliament and encourage them to complete the Gender-Based Analysis Plus Course from Status of Women Canada.

It was agreed, — That consideration of the motion be postponed until a future Committee meeting.

At 5:08 p.m., the Committee adjourned to the call of the Chair.
