Pursuant to Standing Order 108(2), the Committee proceeded to a briefing with the Secretary General of the Organization of American States.

H.E. Luis Leonardo Almagro Lemes made a statement and, with Christopher Hernandez-Roy and Monika Le Roy, answered questions.

At 4:41 p.m., the sitting was suspended.

At 4:48 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Ninth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, December 13, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee commence a study of a draft report on its statutory review of the Special Economic Measures Act and the Freezing Assets of Corrupt Foreign Officials Act on January 31st, 2017, and reserve meetings on February 2 and 7 to complete the report if necessary, be agreed to.

2. That, when the Committee receives an Order of Reference from the House of Commons concerning legislation with regard to the Arms Trade Treaty it hold a maximum of six meetings to hear from witnesses and that members submit their witness list to the Clerk’s office in a timely fashion, be agreed to.

3. That, with regard to the Committee’s study of the situation in Eastern Europe and Central Asia, it hold four meetings to hear from witnesses and that the members send their lists of suggested witnesses to the Clerk’s office in a timely manner, be agreed to.

Pursuant to the Order of Reference of Thursday, April 14, 2016 and section 20 of the Freezing Assets of Corrupt Foreign Officials Act, the Committee resumed the statutory review of the Freezing Assets of Corrupt Foreign Officials Act and the Special Economic Measures Act.

The Committee proceeded to give drafting instructions to the analysts for a report.

At 5:23 p.m., the Committee adjourned to the call of the Chair.
