Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by four members of the Committee to undertake a study of undue pressure on former career diplomats.

Motion

Leona Alleslev moved, — That, the Committee invite the following witnesses to appear: Minister of Foreign Affairs Chrystia Freeland; Paul Thoppil, Assistant Deputy Minister for Asia-Pacific, Global Affairs Canada; David Mulroney, as an individual; Guy Saint-Jacques, as an individual; any other individual that the Committee deems relevant; that pursuant to Section 10(3) of the Parliament of Canada Act, the witnesses are to be sworn in; that each witness appear individually on a panel, for no less than one hour; and that all witnesses appear no later than August 15, 2019.

Debate arose thereon.

The question was put on the motion and it was negatived on the following recorded division:

At 2:01 p.m., the sitting was suspended.

At 2:05 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, in relation to the Subcommittee on International Human Rights' briefing on the human rights situation in Cameroon, the proposed budget in the amount of $4,700 be adopted.

It was agreed, — That, in relation to the Subcommittee on International Human Rights' briefing on the global human rights situation of Christians, the proposed budget in the amount of $5,100 be adopted.

It was agreed, — That a proposed supplementary budget in the amount of $3,600, for the Subcommittee on International Human Rights’ study of the human rights situation in Syria, be adopted.

At 2:07 p.m., the Committee adjourned to the call of the Chair.
