The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the sixth report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, October 4, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That the budget in the amount of $37,600 be approved for the study on Family Reunification.

2. That, in order to comply with the request from the Subcommittee on Budgets of the Liaison Committee that a submission be made by October 17, 2016, and to support the future work of the Committee, one request for domestic travel and one request for international travel be submitted, in the event it is required to support the studies being undertaken by the Committee.

3. That the clerk make a determination of the average cost for both the domestic and international requests that will be submitted to the Subcommittee on Budgets of the Liaison Committee.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee undertake a comprehensive study on the 2011 Government of Canada pilot project targeting people in need of protection on the basis on sexual orientation or gender identity for resettlement through private sponsorships; and that the Committee examine the feasibility of extending, expanding, and/or renewing a pilot project of this nature. That this study should be comprised of no less than two meetings; that departmental officials be in attendance for at least one meeting; that the Committee report its findings to the House; and that Pursuant to Standing Order 109, the government table a comprehensive response thereto.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee study modernizing client service delivery at Immigration, Refugees and Citizenship Canada. That the study examine the service delivery experience clients have with the department; compare application and processing procedures with comparable jurisdictions; and recommend best practices and opportunities for client service delivery improvement. That this study should be comprised of no less than three meetings; that departmental officials be in attendance for at least one meeting; that the Committee report its findings to the House; and that Pursuant to Standing Order 109, the government table a comprehensive response thereto.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee study the legal, regulatory, and disciplinary frameworks governing and overseeing immigration, refugee and citizenship consultant and paralegal practitioners in Canada. That the study examine the role of oversight bodies in regulating and providing adequate oversight of practitioners; the prevailing patterns of reported impropriety, misconduct, fraud and abuse by practitioners; and make recommendations as appropriate. That this study should be comprised of no less than three meetings; that departmental officials be in attendance for at least one meeting, that the Committee report its findings to the House; and that pursuant to Standing Order 109, the government table a comprehensive response thereto.

At 4:35 p.m., the sitting was suspended.

At 4:59 p.m., the sitting resumed in a televised session.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 25, 2016, the Committee commenced its study on family reunification.

The Minister made a statement and, with the other witnesses, answered questions.

Michelle Rempel raised a question of privilege regarding in-camera deliberations.

The Chair ruled that he would look into the matter and get back to the Committee at a later date.

At 6:06 p.m., the sitting was suspended.

At 6:12 p.m., the sitting resumed.

At 7:05 p.m., the Committee adjourned to the call of the Chair.
