Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, April 29, 2019, the Committee resumed its study of the subject matter of clauses 301 to 310 (Part 4, Division 16) (Immigration and Refugee Protection Act) of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures.

It was agreed, — That, notwithstanding the routine motion governing staff attending in camera proceedings, adopted by the Committee on Tuesday, February 16, 2016, parliamentary interns attend the in camera meeting.

It was agreed, — That the Committee recommend that the Standing Committee on Finance adopt clauses 301-305 and the first clause of 310, without amendment. The Committee agrees that these new provisions will help maintain the integrity of Canada’s immigration system.

It was agreed, — That the Committee recommend that the Standing Committee on Finance adopt clauses 306-309 and the last three sections of clause 310, provided that the Standing Committee on Finance is satisfied that the legislation will guarantee a right to an oral Pre-removal risk assessment (PRRA) hearing to all asylum seekers who will be affected by this new ground of ineligibility under Clause 306 ( i.e. section 101(1)(c.1) of the IRPA).

At 3:59 p.m., the sitting was suspended.

At 4:00 p.m., the sitting resumed in public.

On motion of Jenny Kwan, ORDERED, — That the Clerk of the Committee share all the correspondence and briefs received with regards to the Committee’s studies of the subject matter of clauses 291 to 300 (Part 4, Division 15) (An Act respecting the College of Immigration and Citizenship Consultants) of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures and the subject matter of clauses 301 to 310 (Part 4, Division 16) (Immigration and Refugee Protection Act) of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019 and other measures with the Standing Committee on Finance.

At 4:08 p.m., the Committee adjourned to the call of the Chair.
