Pursuant to Standing Order 108(2) and the motion adopted by the Comittee on Monday, March 18, 2019, the Committee proceeded to a briefing on the changes to the caregiver program.

David Cashaback made a statement and, with Martin Barry, answered questions.

At 4:13 p.m., the sitting was suspended.

At 4:15 p.m., the sitting resumed.

Questioning of the witnesses resumed.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Jenny Kwan moved, — That, pursuant to Standing Order 108(2), the Committee immediately undertake a study on the subject matter of the following provisions of Bill  C-97, An Act to implement certain provisions of the budget, tabled in Parliament on March 19, 2019, and other measures: Part 4, Division 15 and Part 4, Division 16. That, recommendations, including amendments be submitted to the Standing Committee on Finance in a letter to the Chair of the Standing Committee on Finance, in both official languages; that, amendments provided by the Standing Committee on Citizenship and Immigration to the Standing Committee on Finance are deemed proposed during the clause-by-clause consideration of Bill C-97; that this study be comprised of no fewer than 8 meetings and; that the Minister of Immigration, Refugees, and Citizenship, the Minister for Border Security, and Departmental Officials be in attendance for at least one meeting.

Debate arose thereon.

Amendment

Nick Whalen moved, — That the motion be amended by replacing the words “That, pursuant to Standing Order 108(2), the Committee immediately undertake a study on the subject matter of the following provisions of Bill C-97,  An Act to implement certain provisions of the budget, tabled in Parliament on March 19, 2019, and other measures: Part 4, Division 15 and Part 4, Division 16. That, recommendations, including amendments be submitted to the Standing Committee on Finance in a letter to the Chair of the Standing Committee on Finance, in both official languages; that, amendments provided by the Standing Committee on Citizenship and Immigration to the Standing Committee on Finance are deemed proposed during the clause-by-clause consideration of Bill C-97; that this study be comprised of no fewer than 8 meetings and; that the Minister of Immigration, Refugees, and Citizenship, the Minister for Border Security, and Departmental Officials be in attendance for at least one meeting” with the words:

That, pursuant to Standing Order 108(2), the Committee undertake a study on the subject matter of the following provisions of Bill C-97, An Act to implement certain provisions of the budget, tabled in Parliament on March 19, 2019, and other measures: Part 4, Division 16; that, recommendations, including amendments be submitted to the Standing Committee on Finance in a letter to the Chair of the Standing Committee on Finance, in both official languages, no later than 4:00 p.m., on Friday May 17, 2019; that this study be comprised of no fewer than 3 meetings and; that the Minister for Border Security, and Departmental Officials be invited to appear; and

That the Chair of the Committee write, as promptly as possible, to the Chair of the Standing Committee on Finance to inform it of the Committees’ decision to study the subject matter of Part 4, division 15 and Part 4, division 16 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019; and that the Committee invite the Standing Committee on Finance to consider any proposed amendments pertaining to Part 4, division 16 of Bill C-97 provided by the Standing Committee on Citizenship and Immigration to the Standing Committee on Finance to be deemed proposed during the clause-by-clause consideration of Bill C-97”.

Subamendment

Jenny Kwan moved, — That the amendment be amended by replacing the words “3 meetings” with the words “4 meetings”.

Debate arose thereon.

The question was put on the subamendment of Jenny Kwan and it was negatived, by a show of hands: YEAS: 2; NAYS: 6.

The motion, as amended, read as follows:

That the Chair of the Committee write, as promptly as possible, to the Chair of the Standing Committee on Finance to inform it of the Committees’ decision to study the subject matter of Part 4, division 15 and Part 4, division 16 of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019; and that the Committee invite the Standing Committee on Finance to consider any proposed amendments pertaining to Part 4, division 16 of Bill C-97 provided by the Standing Committee on Citizenship and Immigration to the Standing Committee on Finance to be deemed proposed during the clause-by-clause consideration of Bill C-97.

It was agreed, — That, in relation to the study on the subject matter of Part 4, division 15 and Part 4, division 16 of Bill C-97, An Act to implement certain provisions of the budget, tabled in Parliament on March 19, 2019, and other measures, members submit their lists of prioritized witnesses, including their contact information, to the Clerk of the Committee no later than noon, on Wednesday, May 1, 2019.

At 5:55 p.m., the Committee adjourned to the call of the Chair.
