Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 6, 2018, the Committee resumed its study of the Immigration and Refugee Board's appointment, training and complaint processes.

Paul Aterman made a statement and, with Greg Kipling, answered questions.

Donnalyn McClymont made a statement answered questions.

At 12:48 p.m., the sitting was suspended.

At 12:49 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the motion adopted on Thursday, March 1, 2018, concerning the budget for travel in the amount of $162,685.37, in relation to the study on migration challenges and opportunities for Canada in the 21st century be rescinded.

It was agreed, — That, in relation to the study of migration challenges and opportunities for Canada in the 21st century, the proposed budget in the amount of $151,832.43, for the Committee’s travel to Kampala, Uganda, United Nations High Commissioner for Refugee (UNHCR) Refugee and Settlement Camps, Uganda, Bundibugyo, Uganda, Dar es Salaam, Tanzania or Nairobi, Kenya and (UNHCR) Refugee and Settlement Camps, Kenya, in the Spring of 2018, be adopted, and that the Chair present this budget to the Subcommittee on Committee Budgets of the Liaison Committee.

It was agreed, — That the Committee authorize the Chair in consultation with the Clerk of the Committee to adapt the budget as appropriate, within the requested amount, to ensure the safety and the security of the delegation as well as the proper functioning of the Committee with the staff necessary to accomplish the goals of the mission.

At 1:02 p.m., the Committee adjourned to the call of the Chair.
