Pursuant to Standing Order 79(3), the Speaker read the following Message from His Excellency the Governor General, presented by Mr. Clement (President of the Treasury Board):

Message on Estimates
His Excellency the Governor General transmits to the House of Commons the Supplementary Estimates (B) of sums required to defray expenses of the federal public administration for the fiscal year ending on March 31, 2014, and, in accordance with section 54 of the Constitution Act, 1867, recommends those Estimates to the House of Commons.

Introduction of Government Bills

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Julian (Burnaby—New Westminster), seconded by Ms. Moore (Abitibi—Témiscamingue), moved, — That, in the opinion of the House, the Keystone XL pipeline would intensify the export of unprocessed raw bitumen and would export more than 40,000 well-paying Canadian jobs, and is therefore not in Canada’s best interest.

By unanimous consent, it was ordered, — That, in relation to its study on Canada-European Union Comprehensive Economic and Trade Agreement (CETA), twelve members of the Standing Committee on International Trade be authorized to travel to Halifax, Nova Scotia, in the Fall of 2013, and that the necessary staff accompany the Committee.


By unanimous consent, it was ordered, — That, in relation to its study on the changes to the U.S. Rule on Country of Origin Labeling (COOL), six members of the Standing Committee on Agriculture and Agri-Food be authorized to travel to Washington, D.C., United States of America, in the Fall of 2013, and that the necessary staff accompany the Committee.
