The Standing Committee on Public Safety and National Security met in a televised session at 7:25 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Rosane Doré Lefebvre, Hon. Wayne Easter, Ted Falk, Randall Garrison, Roxanne James, Daryl Kramp, Rick Norlock and LaVar Payne.

 

Acting Members present: Jinny Jogindera Sims for Jean Rousseau.

 

Other Members present: Elizabeth May.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Friends of Simon Wiesenthal Center for Holocaust Studies: Avi Benlolo, President and Chief Executive Officer. As an individual: Mr. Justice John Major. Pursuant to the Order of Reference of Monday, February 23, 2015, the Committee resumed consideration of Bill C-51, An Act to enact the Security of Canada Information Sharing Act and the Secure Air Travel Act, to amend the Criminal Code, the Canadian Security Intelligence Service Act and the Immigration and Refugee Protection Act and to make related and consequential amendments to other Acts.
 

Avi Benlolo and Martin Collacott, by videoconference from Vancouver, British Columbia, made statements and, with Justice John Major, by videoconference from Calgary, Alberta, answered questions.

 

Randall Garrison moved, — That the Committee issue a report to the House summarizing the procedural difficulties which occurred at its meeting No. 51, including the manner in which the debate on the motion concerning the number of meetings and witnesses for Bill C-51 under consideration at that meeting was interrupted and the questions put, and that the Committee report to the House no later than March 26, 2015.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Rosane Doré Lefebvre, Wayne Easter, Randall Garrison, Jinny Jogindera Sims — 4; NAYS: Diane Ablonczy, Ted Falk, Roxanne James, Rick Norlock, LaVar Payne — 5.

 

At 8:24 p.m., the sitting was suspended.

At 8:30 p.m., the sitting resumed.

 

Scott Tod, Tahir Gora and Peter Neumann, by videoconference from London, United Kingdom, made statements and answered questions.

 

At 9:28 p.m., the Committee adjourned to the call of the Chair.
