The Standing Committee on Public Safety and National Security met in a televised session at 3:31 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Rosane Doré Lefebvre, Randall Garrison, Roxanne James, Daryl Kramp and Rick Norlock.

 

Acting Members present: Hon. Diane Ablonczy for LaVar Payne, John Carmichael for Blake Richards, Libby Davies for Jean Rousseau, Ted Falk for Larry Maguire and Hon. Hedy Fry for Hon. Wayne Easter.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst. House of Commons: David Chandonnet, Procedural Clerk.

 

Witnesses: As an individual: Dean Wilson, Prior Plaintiff. Drug Prevention Network of Canada: David Berner, Executive Director. Vancouver City Police Department: Scott Thompson, District 1 Commander, Operations Division. Pivot Legal Society: Adrienne Smith, Health and Drug Policy Staff Lawyer. Society of Accredited Senior Agents: Barry Lebow, Founder. Canadian Drug Policy Coalition: Donald MacPherson, Executive Director. Canadian Police Association: Tom Stamatakis, President.

 
Pursuant to the Order of Reference of Thursday, June 19, 2014, the Committee resumed consideration of Bill C-2, An Act to amend the Controlled Drugs and Substances Act.
 

Dean Wilson, David Berner, by videoconference from Vancouver, British Columbia, and Scott Thompson, by videoconference from Vancouver, British Columbia, made statements and answered questions.

 

At 4:32 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

 

Adrienne Smith, Barry Lebow, Donald MacPherson, by videoconference from Vancouver, British Columbia, and Tom Stamatakis, by videoconference from Vancouver, British Columbia, made statements and answered questions.

 

At 5:17 p.m., the Committee adjourned to the call of the Chair.
