The Standing Committee on Public Safety and National Security met in camera at 3:28 p.m. this day, in Room 237-C, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Rosane Doré Lefebvre, Hon. Wayne Easter, Randall Garrison, Roxanne James, Daryl Kramp and Rick Norlock.

 

Acting Members present: Hon. Diane Ablonczy for LaVar Payne, John Carmichael for Blake Richards, Libby Davies for Jean Rousseau and Ted Falk for Larry Maguire.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee Business.
 

It was agreed, — That a proposed budget in the amount of $ 25,500, for the study of Bill C-2, An Act to amend the Controlled Drugs and Substances Act, be adopted.

 

At 3:41 p.m., the sitting was suspended.

At 3:42 p.m., the sitting resumed.

 

It was agreed, — That, notwithstanding the motion adopted by the Committee on Monday, October 6, 2014, and in relation to the Committee’s study of Bill C-2, An Act to amend the Controlled Drugs and Substances Act:

(a) the Committee begin its study of Bill C-2 at 3:30 p.m. on Monday, October 27, 2014, and that the Minister of Health, the Minister of Public Safety, and departmental officials be invited to appear for the first hour, with departmental officials remaining for the second hour;

(b) the Committee have a further two (2) meetings with witnesses on the Bill;

(c) the Committee shall proceed to clause-by-clause consideration of the Bill no later than Wednesday, November 5, 2014, provided that the Chair may limit debate on each clause to a maximum of five (5) minutes per party, per clause;

(d) all amendments to the Bill be submitted to the Clerk of the Committee before 9:00 a.m. on Monday, November 3, 2014, and be distributed to members in both official languages; and

(e) if the Committee has not completed clause-by-clause consideration by 5:15 p.m. on Monday, November 17, 2014, then all remaining amendments submitted to the Committee shall be deemed moved, and the Chair shall put the question, forthwith and successively without further debate, on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary:

(i) to dispose of clause-by-clause consideration of the Bill;
(ii) to report the Bill to the House; and
(iii) to order the Chair to report the Bill to the House as early as possible.

 

It was agreed, — That, in relation to the Committee’s study of social finance as it relates to crime prevention in Canada, the analysts prepare a draft report.

 

At 4:15 p.m., the Committee adjourned to the call of the Chair.
