The Standing Committee on Natural Resources met at 11:03 a.m. this day, in Room 268, The Valour Building, the Chair, Leon Benoit, presiding.

Members of the Committee present: Leon Benoit, Kelly Block, Chris Charlton, Joan Crockatt, Linda Duncan, Guy Lauzon, Ryan Leef, Hon. Geoff Regan and Brad Trost.

Acting Members present: Claude Gravelle for Christine Moore.

In attendance: House of Commons: Chloé O'Shaughnessy, Legislative Clerk . Library of Parliament: Mohamed Zakzouk, Analyst.

Witnesses: Mining Association of Canada: Pierre Gratton, President and Chief Executive Officer; Ben Chalmers, Vice-President, Sustainable Development. Publish What You Pay Canada: Claire Woodside, Director. Natural Resource Governance Institute: Andrew Bauer-Gador, Economic Analyst. OXFAM: Lina Holguin, Policy Director, Oxfam-Québec and Oxfam Canada. Canadian Association of Petroleum Producers: Ben Brunnen, Manager, Fiscal and Economic Policy; Alex Ferguson, Vice-President, Policy and Performance.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 6, 2014, the Committee resumed its study of subject matter of clauses 376 to 381 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

It was agreed, — That a proposed budget in the amount of $ 4,000, for the study of subject matter of clauses 376 to 381 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, be adopted.

Ben Brunnen by videoconference from Edmonton, Alberta, Ben Chalmers, Claire Woodside, Andrew Bauer-Gador and Lina Holguin made statements and, with Alex Ferguson by videoconference from Edmonton, Alberta, and Pierre Gratton, answered questions.

By unanimous consent, it was agreed, — That, notwithstanding the routine motion governing staff attending in camera proceedings, adopted by the Committee on Monday, November 4, 2013, the three students from McGill University involved in the program Women in House, be permitted to attend the in camera portion of the meeting.

At 12:32 p.m., the sitting was suspended.

At 12:35 p.m., the sitting resumed in camera.

It was agreed, — That, following its consideration of the subject matter of clauses 376 to 381 of Bill C-43, the Committee send a letter to the Chair of the Standing Committee on Finance informing him that the Committee has no amendments to propose.

At 1:04 p.m., the Committee adjourned to the call of the Chair.
