The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Jean Crowder for Alexandrine Latendresse, Mylène Freeman for Craig Scott and Scott Simms for Kevin Lamoureux.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: As individuals: Lori Turnbull, Associate Professor, Carleton University; Hon. Peter Milliken, Former Speaker of the House of Commons; Ned Franks, Professor Emeritus, Department of Political Studies, Queen's University. Leadnow.ca: Matthew Carroll, Campaigns Director.

 
Pursuant to the Order of Reference of Wednesday, September 24, 2014, the Committee resumed consideration of Bill C-586, An Act to amend the Canada Elections Act and the Parliament of Canada Act (candidacy and caucus reforms).
 

The witnesses made statements and answered questions.

 

At 12:02 p.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed in camera

 
Pursuant to the Order of Reference of Monday, October 21, 2013, the Committee resumed its review of the Standing Orders.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:41 p.m., the Committee adjourned to the call of the Chair.
