The Standing Committee on Procedure and House Affairs met in a televised session at 6:21 p.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Brad Butt, David Christopherson, Kevin Lamoureux, Tom Lukiwski, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Peter Julian for Alexandrine Latendresse.

 

Associate Members present: Mark Warawa.

 

Other Members present: Rodger Cuzner and Rosane Doré Lefebvre.

 

In attendance: House of Commons: Caroline Bosc, Procedural Clerk. Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: House of Commons: Marc Bosc, Deputy Clerk of the House of Commons; Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Mark G. Watters, Chief Financial Officer.

 
Pursuant to the Order of Reference of Thursday, March 27, 2014, the Committee resumed its study of use of House of Commons resources by the Official Opposition.
 

Marc Bosc and Richard Denis made statements and, with Mark G. Watters, answered questions.

 

At 8:08 p.m., the sitting was suspended.

At 8:09 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

David Christopherson moved, — That the Committee request that the Auditor General of Canada conduct an audit into the mailing programs of all Members of Parliament from March 31, 2010 forward, including the mailing programs of House Officers and Ministers, to determine whether any by-laws were violated in the production or sending of addressed or unaddressed mail by Members, and report back to the Committee no later than Monday, December 15, 2014.

 

RULING BY THE CHAIR

The Chair ruled the motion inadmissible as it exceeded the mandate of the Committee.

 

At 8:16 p.m., the Committee adjourned to the call of the Chair.
