Monday, April 7, 2014

The Standing Committee on Procedure and House Affairs met in a televised session at 6:59 p.m. this day, in Room 237-C, Centre Block, the Chair, Joe Preston, presiding.

Members of the Committee present: David Christopherson, Alexandrine Latendresse, Tom Lukiwski, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

Acting Members present: Dave MacKenzie for Brad Butt, Erin O'Toole for Brad Butt and Scott Simms for Kevin Lamoureux.

Associate Members present: Erin O'Toole.

Other Members present: Elizabeth May.

In attendance: Library of Parliament: Andre Barnes, Analyst ; Erin Virgint, Research Assistant.

Witnesses: Canadian Association of Retired Persons: Susan Eng, Vice-President, Advocacy. Congress of Union Retirees of Canada: Pat Kerwin, President. Réseau FADOQ: Danis Prud'homme, Chief Executive Officer. Canadian Federation of Students: Jessica McCormick, National Chairperson. Canadian Teachers' Federation: Calvin Fraser, Secretary General. Table de concertation des forums jeunesse régionaux du Québec: Élise Demers, Advisor, Citizen Engagement and Training.

Pursuant to the Order of Reference of Monday, February 10, 2014, the Committee resumed consideration of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts.

Susan Eng, Pat Kerwin and Danis Prud'homme made statements and answered questions.

At 7:57 p.m., the sitting was suspended.

At 8:02 p.m., the sitting resumed.

Jessica McCormick, Calvin Fraser and Élise Demers made statements and answered questions.

Alexandrine Latendresse gave notice of the following motion:

That the Committee, in conjunction with the current study of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts, request that the Library of Parliament create a summary of the evidence presented to the Committee on this Bill, and that this summary not include any recommendations to the Committee on how to proceed with the legislation, and that this summary be presented to the Committee on or before Tuesday, April 29, 2014, and that this summary of the evidence be subsequently presented as a report by this Committee to the House of Commons

Questioning of the witnesses resumed.

At 8:56 p.m., the Committee adjourned to the call of the Chair.
