The Standing Committee on Procedure and House Affairs met in camera at 11:01 a.m. this day, in Room 228, La Promenade Building, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Brad Butt, Kevin Lamoureux, Tom Lukiwski, Dave MacKenzie, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: David Christopherson for Nycole Turmel, Sadia Groguhé for Nathan Cullen, Peter Julian for Alexandrine Latendresse and Daryl Kramp for Ted Opitz.

 

Other Members present: André Bellavance.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Michel Bédard, Analyst.

 
Pursuant to the Order of Reference of Monday, October 21, 2013, the Committee resumed the review of the Board of Internal Economy.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Review of the Board of Internal Economy".

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report supplementary/dissenting opinions from members from the New Democratic Party and the Liberal Party, as well as one opinion on behalf of the Members of the House of Commons who are not members of a recognized party, provided that they each are no more than four (4) pages in length and submitted electronically to the Clerk of the Committee in both official languages, no later than 1:00 p.m. on Friday, November 29, 2013.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, in relation to the Question of Privilege related to Elections Canada and the Member for Selkirk-Interlake, the Chief Electoral Officer be invited to appear for one hour on Tuesday, December 10, 2013.

 

At 11:36 a.m., the Committee adjourned to the call of the Chair.
