The Standing Committee on Justice and Human Rights met at 3:29 p.m. this day, in Room 268, The Valour Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Blaine Calkins, Sean Casey, Bob Dechert, Robert Goguen, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: François Pilon for Pierre Jacob.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Office of the Correctional Investigator: Howard Sapers, Correctional Investigator; Ivan Zinger, Executive Director and General Counsel. Alberta Health Services: Gail Andrew, Medical Director Fetal Alcohol Syndrome Disorder Clinical Services, Site Lead Pediatrics, Glenrose Rehabilitation Hospital. Society of Obstetricians and Gynaecologists of Canada: Jocelynn Cook, Scientific Director. Centre for Addiction and Mental Health: Svetlana Popova, Senior Scientist, Assistant Professor, Social and Epidemiological Research, University of Toronto. As an individual: Rodney Snow.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Bob Dechert, it was agreed, — That, with the Order of Reference concerning respect to the subject matter of Bill C-583, An Act to amend the Criminal Code (fetal alcohol spectrum disorder), the Committee seek an extension of 45 days in order to give it appropriate consideration.

 

At 4:33 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Wednesday, November 26, 2014, the Committee resumed consideration of the subject matter of Bill C-583, An Act to amend the Criminal Code (fetal alcohol spectrum disorder).
 

Howard Sapers made a statement and, with Ivan Zinger, answered questions.

 

At 6:03 p.m., the sitting was suspended.

At 6:03 p.m., the sitting resumed.

 

Gail Andrew, by videoconference from Edmonton, Alberta, Rodney Snow, by videoconference from Whitehorse, Yukon, and Jocelynn Cook made statements and, with Svetlana Popova, by videoconference from Toronto, Ontario, answered questions.

 

At 6:04 p.m., the Committee adjourned to the call of the Chair.
