The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 268, The Valour Building, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Françoise Boivin, Sean Casey, Bob Dechert, Robert Goguen, Ève Péclet, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Blaine Calkins for Patrick Brown, Guy Caron for Ève Péclet and Philip Toone for Pierre Jacob.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Canadian Bar Association: Gaylene Schellenberg, Staff Lawyer, Law Reform; Eric Gottardi, Chair, Criminal Justice Section. Canadian Resource Centre for Victims of Crime: Heidi Illingworth, Executive Director. Canadian Parents of Murdered Children and Survivors of Homicide Victims Inc.: Yvonne Lindfield, Co-Founder, Manager of Education and Community Outreach. Canadian Centre for Child Protection: Lianna McDonald, Executive Director; Monique St. Germain, General Counsel. Canadian Crime Victim Foundation: Joseph Wamback, Founder and Chair. Canadian Association of Crown Counsel: Eric Woodburn, President.

 
Pursuant to the Order of Reference of Friday, June 20, 2014, the Committee resumed consideration of Bill C-32, An Act to enact the Canadian Victims Bill of Rights and to amend certain Acts.
 

Gaylene Schellenberg, Eric Gottardi, Heidi Illingworth, Yvonne Lindfield, Lianna McDonald, Joseph Wamback and Eric Woodburn made statements and, with Monique St. Germain, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $ 19,600, for the study of Bill C-32, An Act to enact the Canadian Victims Bill of Rights and to amend certain Acts, be adopted.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
