The Standing Committee on Industry, Science and Technology met at 3:30 p.m. this day, in Room C-160, 1 Wellington Street, the Chair, David Sweet, presiding.

 

Members of the Committee present: Chris Charlton, Cheryl Gallant, Ed Holder, Hon. Mike Lake, Phil McColeman, Anne Minh-Thu Quach, Kennedy Stewart, David Sweet, Glenn Thibeault and Mark Warawa.

 

Acting Members present: Hon. Mauril Bélanger for Hon. Judy Sgro and Mike Wallace for Brian Jean.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Édison Roy-César, Analyst; Dillan Theckedath, Analyst.

 

Witnesses: Canada Goose Inc.: Kevin Spreekmeester, Vice-President, Marketing. Canadian Association of Importers and Exporters: Joy Nott, President and Chief Executive Officer.

 
Pursuant to the Order of Reference of Monday, October 28, 2013 and the motion adopted on Monday, October 28, 2013, the Committee resumed consideration of Bill C-8, An Act to amend the Copyright Act and the Trade-marks Act and to make consequential amendments to other Acts.
 

Kevin Spreekmeester and Joy Nott (the latter by videoconference from Toronto, Ontario) made statements and answered questions.

 

Mauril Bélanger moved, — That, given that co-operatives greatly empower each member, that they follow a model resulting in a combination of business success and social responsibility, and play an important role in the economy and in our communities, and to follow on logically from the Special Committee on Co-operatives and the fact that the government has completed the transfer of the responsibility for co-operatives to Industry Canada following a recommendation of the Special Committee, the Standing Committee on Industry, Science and Technology establish a Subcommittee on Co-operatives; and that the members of the subcommittee be named after the usual consultations with the Whips; and that the committee consist of seven members which shall include four members from the government party, two members from the Official Opposition and one member from the Liberal Party, provided that the Chair is from the government party; that in addition to the Chair, there be one Vice-Chair from each of the opposition parties; that the subcommittee be granted all of the powers of the Committee pursuant to Standing Order 108(1) except the power to report directly to the House.

 

Mike Wallace moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Cheryl Gallant, Ed Holder, Mike Lake, Phil McColeman, Mike Wallace, Mark Warawa — 6; NAYS: Mauril Bélanger, Chris Charlton, Anne Minh-Thu Quach, Kennedy Stewart, Glenn Thibeault — 5.

 

At 4:18 p.m., the sitting was suspended.

At 4:19 p.m., the sitting resumed in camera.

 

At 4:45 p.m., the sitting was suspended.

At 4:47 p.m., the sitting resumed in public.

 

Joy Nott answered questions.

 

Chris Charlton moved, — That the Committee may meet in camera only for the purpose of discussing: (a) wages, salaries and other employee benefits; (b) contracts and contract negotiations; (c) labour relations and personnel matters; (d) a draft agenda or draft report; and (e) briefings concerning national security; and that all votes taken in camera be recorded in the Minutes of Proceedings, including how each member voted when recorded votes are requested.

 

Mike Lake moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Cheryl Gallant, Ed Holder, Mike Lake, Phil McColeman, Mike Wallace, Mark Warawa — 6; NAYS: Mauril Bélanger, Chris Charlton, Anne Minh-Thu Quach, Kennedy Stewart, Glenn Thibeault — 5.

 

At 5:03 p.m., the sitting was suspended.

It was agreed, — That a proposed budget in the amount of $23,400, for the study of Bill C-8, An Act to amend the Copyright Act and the Trade-marks Act and to make consequential amendments to other Acts, be adopted.

 

At 5:16 p.m., the sitting was suspended.

At 5:18 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee invite the Honourable James Moore, Minister of Industry, and/or officials to appear before the Committee on Supplementary Estimates (B) 2013-2014, before Thursday, December 5, 2013.

 

It was agreed, — That the appearance of the Minister on the Supplementary Estimates (B)2013-2014 take priority over consideration of Bill C-8, Combating Counterfeit Products Act.

 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-8, Combating Counterfeit Products Act, no later than 5 p.m. on Wednesday, November 27, 2013.

 

It was agreed, — That the Committee proceed to clause-by-clause consideration of Bill C-8, Combating Counterfeit Products Act, on Monday, December 2, 2013.

 

At 5:25 p.m., the Committee adjourned to the call of the Chair.
