The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:29 p.m. this day, in Room 228, La Promenade Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Alexandre Boulerice, Brad Butt, Rodger Cuzner, Joe Daniel, Sadia Groguhé, Colin Mayes, Phil McColeman, Cathy McLeod, Devinder Shory, Jinny Jogindera Sims and Jonathan Tremblay.

 

In attendance: Library of Parliament: Havi Echenberg, Analyst; Sandra Gruescu, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Brenda Baxter, Director General, Workplace Directorate, Labour Program; Kin Choi, Assistant Deputy Minister, Labour Program, Compliance, Operations and Program Development. Unifor: Lana Payne, Atlantic Director; Sari Sairanen, Director, Health, Safety and Environment.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the subject matter of clauses 176 to 238 (Divisions 5 and 6 of Part 3) of Bill C-4, A second Act to implement certain provisions of the budget tabled in Parliament on March 21, 2013 and other measures.
 

By unanimous consent, it was agreed that, notwithstanding the routine motion adopted on Tuesday, October 29, 2013, concerning the questionning of witnesses, there shall be seven (7) minutes allocated to each party for the first round of questionning.

 

Kin Choi made a statement and, with Brenda Baxter, answered questions.

 

At 4:28 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Sari Sairanen made a statement and answered questions.

 

A point of order was raised regarding the relevance of the questions asked to the witnesses.

 

The Chair ruled that the questions were relevant.

 

Whereupon, Jinny Jogindera Sims appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division: YEAS: Scott Armstrong, Brad Butt, Joe Daniel, Colin Mayes, Cathy McLeod, Devinder Shory — 6; NAYS: Alexandre Boulerice, Rodger Cuzner, Sadia Groguhé, Jinny Jogindera Sims, Jonathan Tremblay — 5.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
