The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 11:35 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Larry Maguire, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

Acting Members present: Richard M. Harris for Larry Maguire.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 6, 2014, the Committee commenced its study of the subject matter of clauses 252, and 306 to 314 of Bill C-43, A second Act to implement certain provisions for the budget tabled in Parliament on February 11, 2014 and other measures.
 

Benoît Long and Alexis Conrad made statements and, with the other witnesses, answered questions.

 

At 12:07 p.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

 

Murielle Brazeau, Amy Casipullai, by videoconference from Toronto, Ontario, and Gary Birch, by videoconference from Vancouver, British Columbia made statements and answered questions.

 

At 12:49 p.m., the sitting was suspended.

At 12:50 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Scott Armstrong moved, — That, the Chair send a letter to the Chair of the Standing Committee on Finance stating that this Committee has achieved the objective that it set, and that this Committee has no amendments to propose to clauses 252, and 306 to 314 of Bill C-43, A second Act to implement certain provisions for the budget tabled in Parliament on February 11, 2014 and other measures.

 

Jinny Jogindera Sims moved, — That, the motion be amended by deleting all the words after the words “stating that this Committee” and replacing them with the following: “did not have enough time to examine the subject matter of clauses 252, and 306 to 314 of Bill C-43, A second Act to implement certain provisions for the budget tabled in Parliament on February 11, 2014 and other measures and, therefore, cannot make an informed decision”.

 

The question was put on the amendment of Jinny Jogindera Sims and it was negatived, by a show of hands: YEAS: 3; NAYS: 5.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 12:54 p.m., the sitting was suspended.

At 12:55 p.m., the sitting resumed in camera.

 

It was agreed, — That pursuant to Standing Order 81(5), the Committee invite the Minister for Employment and Social Development to appear for a one (1) hour televised meeting related to the referral of the Supplementary Estimates (B), 2014-15 and that this meeting take place on Thursday, November 27, 2014.

 

It was agreed, — That a proposed budget in the amount of $ 1,700, for the study of the subject matter of clauses 252, and 306 to 314 of Bill C-43, A second Act to implement certain provisions for the budget tabled in Parliament on February 11, 2014, and other measures, be adopted.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
