The Standing Committee on Fisheries and Oceans met at 8:48 a.m. this day, in Room 268, The Valour Building, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Robert Chisholm, Ryan Cleary, Patricia Davidson, Randy Kamp, François Lapointe, Ryan Leef, Hon. Lawrence MacAulay, Robert Sopuck and Rodney Weston.

 

Acting Members present: Chungsen Leung for John Weston.

 

Other Members present: Elizabeth May.

 

In attendance: Library of Parliament: Thai Nguyen, Analyst. House of Commons: Jean-Marie David, Procedural Clerk; Justin Vaive, Legislative Clerk.

 

Witnesses: Carino Processing Ltd.: Dion Dakins, Chief Executive Officer. Fur Institute of Canada: Gregory Thompson, Interim Executive Director.

 
Pursuant to the Order of Reference of Wednesday, May 28, 2014, the Committee resumed consideration of Bill C-555, An Act respecting the Marine Mammal Regulations (seal fishery observation licence).
 

Dion Dakins made a statement and, with Gregory Thompson, answered questions.

 

At 9:40 a.m., the sitting was suspended.

At 9:47 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

On Clause 1,

Pursuant to the order adopted by the Committee on Wednesday, February 5, 2014, the following amendment, submitted by Elizabeth May for the consideration of the Committee, was deemed moved:

That Bill C-555, in Clause 1, be amended by replacing line 1 on page 2 with the following:

“(e) to a person who resides on or frequents, in the normal course of their daily activities, land within”

After debate, the question was put on the amendment and it was negatived, by a show of hands: YEAS: 0; NAYS: 9.

 

Clause 1 carried.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Robert Chisholm moved, — That the Committee invite the Minister of Fisheries and Oceans to appear before the Committee regarding the Supplementary Estimates (B) 2014-15 before November 28, 2014 and that this meeting be televised.

Debate arose thereon.

 

Randy Kamp moved, — That the motion be amended by replacing the words “to appear before the Committee regarding the Supplementary Estimates (B) 2014-2015 before November 28, 2014 and that this meeting be televised” with the words “and her officials to appear before the Committee no later than December 2, 2014 regarding the Supplementary Estimates (B) 2014-15 and other issues, including the recent regulatory changes on the use of deleterious substances; the signature of the Beaufort Sea Integrated Fisheries Management Framework; the recent increase to Bluefin tuna quotas; and an update on the status of the 2014 British Columbia salmon run”.

 

After debate, the question was put on the amendment of Randy Kamp and it was agreed to.

The motion, as amended, read as follows:

That the Committee invite the Minister of Fisheries and Oceans and her officials to appear before the Committee no later than December 2, 2014 regarding the Supplementary Estimates (B) 2014-15 and other issues, including the recent regulatory changes on the use of deleterious substances; the signature of the Beaufort Sea Integrated Fisheries Management Framework; the recent increase to Bluefin tuna quotas; and an update on the status of the 2014 British Columbia salmon run.
