The Standing Committee on Finance met in a televised session at 8:47 a.m. this day, in Room 253-D, Centre Block, the Chair, James Rajotte, presiding.

Members of the Committee present: Mark Adler, Mike Allen, Hon. Scott Brison, Guy Caron, Nathan Cullen, Gerald Keddy, James Rajotte, Murray Rankin and Dave Van Kesteren.

Acting Members present: Hon. Mark Eyking for Hon. Scott Brison.

In attendance: House of Commons: Christine Lafrance, Procedural Clerk . Library of Parliament: Michaël Lambert-Racine, Analyst ; Mark Mahabir, Analyst.

Witnesses: Association of Canadian Port Authorities: Wendy Zatylny, President. Canada Without Poverty: Michèle Biss, Legal Education and Outreach Coordinator. Canadian Cancer Society: Janice Gray, Manager, Lottery. Canadian Centre for Policy Alternatives: David Macdonald, Senior Economist. Canadian Payments Association: Gerry Gaetz, President and Chief Executive Officer. Heart and Stroke Foundation of Canada: Tom McAllister, Chief Executive Officer, Ontario. Library of Parliament: Mostafa Askari, Assistant Parliamentary Budget Officer, Economic and Fiscal Analysis.

Pursuant to the Order of Reference of Monday, November 3, 2014, the Committee resumed consideration of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.

Wendy Zatylny, Michèle Biss, Janice Gray, David Macdonald, Gerry Gaetz, Tom McAllister and Mostafa Askari made statements and answered questions.

At 10:40 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

At 10:47 a.m., the Committee adjourned to the call of the Chair.
