The Standing Committee on Foreign Affairs and International Development met in a televised session at 12:14 p.m. this day, in Room 237-C, Centre Block, the Chair, Dean Allison, presiding.

Members of the Committee present: Dean Allison, Lois Brown, Paul Dewar, Marc Garneau, Peter Goldring, Hon. Laurie Hawn, Hélène Laverdière, Romeo Saganash, Gary Ralph Schellenberger and Bernard Trottier.

In attendance: Library of Parliament: Allison Goody, Analyst ; Brian Hermon, Analyst.

Appearing: Hon. Rob Nicholson, P.C., M.P., Minister of Foreign Affairs; Hon. Christian Paradis, P.C., M.P., Minister of International Development and Minister for La Francophonie; Hon. Lynne Yelich, P.C., M.P., Minister of State (Foreign Affairs and Consular).

Witnesses: Department of Foreign Affairs, Trade and Development: Malcolm Brown, Deputy Minister of International Development; Daniel Jean, Deputy Minister of Foreign Affairs; Arun Thangaraj, Acting Assistant Deputy Minister and Chief Financial Officer.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2015-16: Votes 1, 5, 10, 15, 20 and L25 under FOREIGN AFFAIRS, TRADE AND DEVELOPMENT, vote 1 under INTERNATIONAL DEVELOPMENT RESEARCH CENTRE and vote 1 under INTERNATIONAL JOINT COMMISSION (CANADIAN SECTION), referred to the Committee on Tuesday, February 24, 2015.

Hon. Rob Nicholson, Hon. Christian Paradis and Hon. Lynne Yelich made statements and answered questions.

At 1:24 p.m., the sitting was suspended.

At 1:26 p.m., the sitting resumed in a non-televised session.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, on Monday, April 20, 2015, the Committee meet informally with a parliamentary delegation from Afghanistan; and that, if possible, this meeting be held jointly with the Standing Committee on National Defence.

It was agreed, — That a proposed budget in the amount of $5,200, for the study of the Subcommittee on International Human Rights on the developing situation of religious minorities in Bangladesh, be adopted.

It was agreed, — That a proposed supplementary budget in the amount of $2,600, for the study of the Subcommittee on International Human Rights on arbitrary detention and political opposition in Venezuela, be adopted.

At 1:30 p.m., the Committee adjourned to the call of the Chair.
