The Standing Committee on Environment and Sustainable Development met by teleconference at 3:30 p.m. this day, in Room 306 The Valour Building, the Chair, Harold Albrecht, presiding.

 

Members of the Committee present: Harold Albrecht, Dennis Bevington, Colin Carrie, François Choquette, Hon. John McKay, Robert Sopuck, Lawrence Toet and Stephen Woodworth.

 

Acting Members present: Stella Ambler for Brian Storseth and Laurin Liu for Mylène Freeman.

 

In attendance: Library of Parliament: Penny Becklumb, Analyst; Tim Williams, Analyst.

 

Appearing: Hon. Leona Aglukkaq, P.C., M.P., Minister of the Environment, Minister of the Canadian Northern Economic Development Agency and Minister for the Arctic Council.

 

Witnesses: Tulita Renewable Resources Council: Rocky Norwegian, President. Sahtu Secretariat Incorporated: Hon. Ethel Blondin-Andrew, Chairperson. Parks Canada: Kevin McNamee, Director, Parks Establishment; Darlene Pearson, Director, Policy, Legislative and Cabinet Affairs Branch, Strategy and Plan Directorate; Rob Prosper, Vice-President, Protected Areas Establishment and Conservation.

 
Pursuant to the Order of Reference of Thursday, November 6, 2014 and the motion adopted by the Committee on Wednesday, November 5, 2014, the Committee commenced consideration of Bill S-5, An Act to amend the Canada National Parks Act (Nááts’ihch’oh National Park Reserve of Canada).
 

The Minister made a statement and answered questions.

 

François Choquette gave notice of the following motion:

That, pursuant to S.O. 81(5), the Committee invite the Minister of the Environment to testify for a two-hour televised meeting related to the referral of the Supplementary Estimates (B) and that this meeting takes place at the latest on November 28th 2014.

 

At 4:30 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Rocky Norwegian, by teleconference from Tulita, Northwest Territories, and Ethel Blondin-Andrew, by teleconference from Deline, Northwest Territories, made statements and answered questions.

 

At 5:20 p.m., the sitting was suspended.

At 5:22 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to S.O. 81(5), the Committee invite department officials from Environment Canada to testify for a two-hour meeting related to the referral of the Supplementary Estimates (B) and that this meeting takes place on November 26th 2014.

 

At 5:24 p.m., the Committee adjourned to the call of the Chair.
