The Standing Committee on Citizenship and Immigration met in camera at 8:45 a.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Lysane Blanchette-Lamothe, presiding.

 

Members of the Committee present: Jay Aspin, Lysane Blanchette-Lamothe, Jim Eglinski, Chungsen Leung, Irene Mathyssen, Hon. John McCallum, Costas Menegakis, Jasbir Sandhu and Devinder Shory.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Canadian Thinkers' Forum: Tahir Gora, Director General. As individuals: Chantal Desloges, Lawyer, Desloges Law Group; Kathryn Marshall, Lawyer. Coalition of Progressive Canadian Muslim Organizations: Salma Siddiqui, President. As individuals: Rupaleem Bhuyan, Professor, Faculty of Social Work, University of Toronto; Lee Marsh, President, Advocates for Awareness of Watchtower Abuses.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $20,750.00, for the study of the Bill S-7, An Act to amend the Immigration and Refugee Protection Act, the Civil Marriage Act and the Criminal Code and to make consequential amendments to other Acts, be adopted.

 

It was agreed, — That, notwithstanding the motion adopted on Thursday, March 26, 2015, if the Committee has not completed the clause-by-clause consideration of Bill S-7, An Act to amend the Immigration and Refugee Protection Act, the Civil Marriage Act and the Criminal Code and to make consequential amendments to other Acts, by 11:59 p.m. on Tuesday, May 12, 2015, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as early as possible.

 

It was agreed, — That, notwithstanding the motion adopted on Thursday, March 26, 2015, the Hon. Chris Alexander, Minister of Citizenship and Immigration, appear before the Committee on Tuesday, May 26, 2015, from 8:45 a.m. to 9:45 a.m. in relation to the Main Estimates 2015-16 and that the Officials from the Department of Citizenship and Immigration appear for the second hour.

 

At 8:50 a.m., the sitting was suspended.

At 8:51 a.m., the sitting resumed in pubic.

 
Pursuant to the Order of Reference of Monday, March 23, 2015, the Committee resumed consideration of Bill S-7, An Act to amend the Immigration and Refugee Protection Act, the Civil Marriage Act and the Criminal Code and to make consequential amendments to other Acts.
 

Tahir Gora, Chantal Desloges and Kathryn Marshall made statements and answered questions.

 

At 9:43 a.m., the sitting was suspended.

At 9:48 a.m., the sitting resumed.

 

Salma Siddiqui, Rupaleem Bhuyan and Lee Marsh made statements and answered questions.

 

At 10:44 a.m., the Committee adjourned to the call of the Chair.
