Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nicholson (Minister of Justice), seconded by Mr. Van Loan (Leader of the Government in the House of Commons), Bill C-53, An Act to assent to alterations in the law touching the Succession to the Throne, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Whereupon, Mr. Nicholson (Minister of Justice) informed the House that His Excellency the Governor General has given in Her Majesty's name the Royal Consent to the Bill.


Pursuant to Standing Order 32(2), Mr. Nicholson (Minister of Justice and Attorney General of Canada) laid upon the Table, — Document entitled “Text of the United Kingdom Succession to the Crown Bill as of January 30, 2013, with a French version prepared by the Department of Justice”. — Sessional Paper No. 8530-411-27.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Sitsabaiesan (Scarborough—Rouge River), seconded by Mr. Julian (Burnaby—New Westminster), Bill C-471, An Act to designate the month of January as Tamil Heritage Month, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Business of Supply

The Order was read for the consideration of the Business of Supply.

Ms. Crowder (Nanaimo—Cowichan), seconded by Mr. Saganash (Abitibi—Baie-James—Nunavik—Eeyou), moved, — That the House, recognizing the broad-based demand for action, call on the government to make the improvement of economic outcomes of First Nations, Inuit and Métis a central focus of Budget 2013, and to commit to action on treaty implementation and full and meaningful consultation on legislation that affects the rights of Aboriginal Canadians, as required by domestic and international law.

Debate arose thereon.

Motions

Mr. Van Loan (Leader of the Government in the House of Commons), seconded by Mr. O'Connor (Minister of State), moved, — That a take-note debate on the subject of the conflict in Mali take place pursuant to Standing Order 53.1 on Tuesday, February 5, 2013.

The question was put on the motion and it was agreed to.


By unanimous consent, it was ordered, — That, at the conclusion of today's debate on the opposition motion in the name of the Member for Nanaimo—Cowichan, all questions necessary to dispose of the motion be deemed put and a recorded division deemed requested and deferred to Tuesday, February 5, 2013, at the expiry of the time provided for Government Orders.

The House resumed consideration of the motion of Ms. Crowder (Nanaimo—Cowichan), seconded by Mr. Saganash (Abitibi—Baie-James—Nunavik—Eeyou), in relation to the Business of Supply.

At 5:15 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Mr. Aspin (Nipissing—Timiskaming), seconded by Mr. Benoit (Vegreville—Wainwright), moved, — That, in the opinion of the House, a government loan guarantee to the Lower Churchill hydroelectric project is: (a) an important part of a clean energy agenda; (b) an economically viable project that will create thousands of jobs and billions in economic growth; (c) regionally significant for the Atlantic region, which will benefit from a stable and sustainable electricity source for decades to come; and (d) environmentally-friendly, with substantial greenhouse gas emission reductions through the displacement of power from coal-fired and oil electricity sources. (Private Members' Business M-412)

Debate arose thereon.

Mr. Anderson (Cypress Hills—Grasslands), seconded by Mr. Penashue (Labrador), moved the following amendment, — That the motion be amended by: (a) replacing the words “government loan guarantee to the Lower Churchill hydroelectric project is: (a) an important part of a clean energy agenda; (b) an economically viable project that will create thousands of jobs and billions in economic growth; (c) regionally significant” with the words “loan guarantee provided by the federal government for the Lower Churchill hydroelectric projects—consisting of the Muskrat Falls hydroelectric generation facility, the Labrador Transmission Assets, the Labrador-Island Link, and the Maritime Link—will be an important and valuable step in advancing Canada’s clean energy agenda, as it will support an economically viable, regional energy project that will (a) provide economic benefits”; (b) replacing the words “and (d) environmentally-friendly,” with the words “(b) create environmentally-friendly electricity,”; and (c) adding after the words “oil electricity sources” the words “; and (c) create thousands of jobs and billions of dollars in economic growth”.

Debate arose thereon.
