The Standing Committee on Public Safety and National Security met at 8:45 a.m. this day, in Room 253-D, Centre Block, the Chair, Kevin Sorenson, presiding.

Members of the Committee present: Rosane Doré Lefebvre, Randall Garrison, Parm Gill, Hon. Laurie Hawn, Ryan Leef, Rick Norlock, LaVar Payne, John Rafferty, Jean Rousseau, Francis Scarpaleggia and Kevin Sorenson.

Acting Members present: Hon. Ron Cannan for Candice Bergen and Colin Carrie for Rick Norlock.

In attendance: Library of Parliament: Tanya Dupuis, Analyst ; Christine Morris, Analyst.

Witnesses: Department of Public Safety and Emergency Preparedness: Trevor Bhupsingh, Director General, Law Enforcement and Border Strategies Division; Julie Mugford, Director, Research and National Coordination, Organized Crime Division. Royal Canadian Mounted Police: A/Commr Todd G. Shean, Assistant Commissioner, Federal and International Operations; Insp Greg Bowen, Officer in Charge, Witness Protection Operations.

Pursuant to the Order of Reference of Tuesday, February 12, 2013, and the motion adopted by the Committee on Thursday, February 28, 2013, the Committee resumed consideration of Bill C-51, An Act to amend the Witness Protection Program Act and to make a consequential amendment to another Act.

Trevor Bhupsingh and Assistant Commissioner Shean made statements and, with Julie Mugford and Inspector Bowen, answered questions.

At 10:33 a.m., the Committee adjourned to the call of the Chair.
