Meeting No. 71

Thursday, February 14, 2013

The Standing Committee on Public Safety and National Security met at 8:45 a.m. this day, in Room 228, La Promenade Building, the Chair, Kevin Sorenson, presiding.

Members of the Committee present: Candice Bergen, Rosane Doré Lefebvre, Randall Garrison, Parm Gill, Hon. Laurie Hawn, Ryan Leef, Rick Norlock, LaVar Payne, John Rafferty, Jean Rousseau and Kevin Sorenson.

Acting Members present: Brad Butt for Hon. Laurie Hawn and Hon. Irwin Cotler for Francis Scarpaleggia.

In attendance: Library of Parliament: Tanya Dupuis, Analyst ; Christine Morris, Analyst.

Witnesses: Staffordshire Police: Michael Cunningham, Chief Constable. As an individual: Curt Taylor Griffiths, Professor, School of Criminology , Coordinator, Police Studies Program, Simon Fraser University.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, May 29, 2012, the Committee resumed its study of the economics of policing.

Chief Constable Cunningham, by videoconference from Staffordshire, England, made a statement and answered questions.

At 9:45 a.m., the Committee proceeded to sit in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, notwithstanding the order made Tuesday, September 27, 2011, the Committee invite the Interim Chair of the Royal Canadian Mounted Police Public Complaints Commission to appear on Tuesday, February 26, 2013, to address his recent report, and then invite the Commissioner of the Royal Canadian Mounted Police to respond to the said report.

It was agreed, — That the Committee invite the Minister of Public Safety and officials to appear on Thursday, February 28, 2013, to speak to Bill C-51, An Act to amend the Witness Protection Act and to make a consequential amendment to another Act, and that the last 15 minutes be consigned to committee business.

At 9:50 a.m., the Committee proceeded to sit in public.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, May 29, 2012, the Committee resumed its study of the economics of policing.

Professor Griffiths, by videoconference from Surrey, British Columbia, made a statement and answered questions.

At 10:46 a.m., the Committee adjourned to the call of the Chair.
