The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:12 p.m. this day, in Room 237-C, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Hon. Irwin Cotler, Nina Grewal, Russ Hiebert, Pierre Jacob, Wayne Marston, Scott Reid and David Sweet.

 

In attendance: Library of Parliament: Melissa Radford, Analyst; Erin Shaw, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Thursday, October 20, 2011, the Subcommittee resumed its study of human rights violations in Venezuela.
 

The Subcommittee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "The Situation of Human Rights in Venezuela".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the Standing Committee on Foreign Affairs and International Development.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee invite Department of Foreign Affairs and International Trade officials to discuss the processes by which the Government of Canada raises the profile and increases protection of human rights defenders and the effects of these actions; for example by awarding the ‘Embassy of Canada in Venezuela Human Rights Award’ and similar prizes.

 

It was agreed, — That the Subcommittee recommend that the Government of Canada call on the Government of Venezuela to immediately release and guarantee the physical and psychological safety and integrity of Judge Maria Lourdes Afiuni, and to halt the harassment and intimidation of the lawyers and activists who have taken up her cause.

 

At 2:00 p.m., the Subcommittee adjourned to the call of the Chair.
