The Standing Committee on Public Accounts met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, David Christopherson, presiding.

 

Members of the Committee present: Malcolm Allen, Jay Aspin, Lysane Blanchette-Lamothe, Hon. Gerry Byrne, David Christopherson, Earl Dreeshen, Alain Giguère, Bryan Hayes, Daryl Kramp, Andrew Saxton, Bev Shipley and John Williamson.

 

In attendance: Library of Parliament: Lindsay McGlashan, Analyst; Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Michael Ferguson, Auditor General of Canada; Frank Barrett, Principal. Treasury Board Secretariat: Tom Scrimger, Assistant Comptroller General, Financial Management and Analysis. Public Health Agency of Canada: Carlo Beaudoin, Acting Chief Financial Officer. Canadian International Development Agency: Sue Stimpson, Chief Financial Officer. Department of Human Resources and Skills Development: Nancy Gardiner, Director General, Program Operations Management and Accountability. Western Economic Diversification Canada: Donald MacDonald, Director General, Operations.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Tuesday, February 5, 2013, the Committee commenced consideration of Chapter 2, Grant and Contribution Program Reforms, of the Fall 2012 Report of the Auditor General of Canada referred to the Committee on Tuesday, October 23, 2012.
 

Michael Ferguson and Tom Scrimger made statements and, with Frank Barrett, Sue Stimpson, Donald MacDonald, Nancy Gardiner and Carlo Beaudoin, answered questions.

 

At 5:24 p.m., the sitting was suspended.

At 5:25 p.m., the sitting resumed.

 

Andrew Saxton moved, — That the questioning of witnesses be extended by one three-minute round per party.

Debate arose thereon.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

Accordingly, questioning of witnesses continued.

 

At 5:25 p.m., the Committee adjourned to the call of the Chair.
