The Standing Committee on Public Accounts met in a televised session at 3:32 p.m. this day, in Room 237-C, Centre Block, the Chair, David Christopherson, presiding.

 

Members of the Committee present: Jay Aspin, Joyce Bateman, Hon. Gerry Byrne, Guy Caron, David Christopherson, Earl Dreeshen, Matthew Dubé, Bryan Hayes, Daryl Kramp, Andrew Saxton and Bev Shipley.

 

Acting Members present: Charlie Angus for Lysane Blanchette-Lamothe and Guy Caron for Malcolm Allen.

 

Associate Members present: Alexandre Boulerice, Pat Martin and Pierre Poilievre.

 

Other Members present: Ryan Cleary and Elizabeth May.

 

In attendance: Library of Parliament: Alex Smith, Analyst.

 

Appearing: Hon. Tony Clement, President of the Treasury Board; Hon. John Baird, Minister of Foreign Affairs.

 

Witnesses: Treasury Board Secretariat: Michelle d'Auray, Secretary of the Treasury Board of Canada. Department of Transport: Yaprak Baltacioglu, Deputy Minister; John Forster, Associate Deputy Minister, Infrastructure Canada. Department of Industry: Richard Dicerni, Deputy Minister.

 
Pursuant to Standing Order 108(3)(g) and the motion adopted by the Committee on Wednesday, October 19, 2011, the Committee commenced consideration of Chapter 2, G8 Legacy Infrastructure Fund, of the Spring 2011 Report of the Auditor General of Canada referred to the Committee on Thursday, June 9, 2011.
 

Tony Clement and John Baird made statements and, with the other witnesses, answered questions.

 

At 5:16 p.m., the sitting was suspended.

At 5:26 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Andrew Saxton moved, — That the Committee report back to the House by Thursday, November 3, 2011 that it has considered the proposed appointment of Michael Ferguson as Auditor General and reports its recommendation that he be confirmed by the House of Commons as Canada’s 14th Auditor General.

 

On motion of Gerry Byrne, it was agreed, — That the motion be amended by adding after the words “Canada's 14th Auditor General” the following: “; and that after the Chair's signature, a dissenting opinion be appended to the report”.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 3.

 

The motion, as amended, read as follows:

That the Committee report back to the House by Thursday, November 3, 2011 that it has considered the proposed appointment of Michael Ferguson as Auditor General and reports its recommendation that he be confirmed by the House of Commons as Canada’s 14th Auditor General; and that after the Chair's signature, a dissenting opinion be appended to the report.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
