The Standing Committee on Government Operations and Estimates met in a televised session at 11:33 a.m. this day, in Room 253-D, Centre Block, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Kelly Block, Peter Braid, Hon. Ron Cannan, Linda Duncan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

 

Acting Members present: Lawrence Toet for Jay Aspin.

 

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Public Service Commission of Canada: Anne-Marie Robinson, President; Hélène Laurendeau, Senior Vice-President, Policy Branch; Gisèle Côté, Director General, Finance and Administration; Gerry Thom, Vice-President, Staffing and Assessment Services. Office of the Public Sector Integrity Commissioner of Canada: Mario Dion, Public Sector Integrity Commissioner; France Duquette, Executive Director.

 
Pursuant to Standing Order 108(3)(c)(iii), the Committee resumed consideration of the Main Estimates 2013-14 referred to the Committee on Monday, February 25, 2013.
 

Anne-Marie Robinson and Mario Dion made statements and, with the other witnesses, answered questions.

 

At 12:51 p.m., the sitting was suspended.

At 12:53 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Twelfth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Wednesday, May 1, 2013, to consider the business of the Committee and agreed to make the following recommendations:

1. That, notwithstanding any prior decision, for its meeting of Tuesday, May 28, 2013, the Committee invite Treasury Board Secretariat officials to appear to continue the study of the government response to the Committee’s Seventh Report, entitled “Strengthening Parliamentary Scrutiny of Estimates and Supply”;

2. That, notwithstanding any prior decision, for its meeting of Tuesday, June 4, 2013, the Committee invite the Minister of Public Works and Government Services and/or officials from her department to appear to provide an update on the recently announced changes to the integrity provisions surrounding its procurement and real property transactions;

3. That the first hour of the meeting of Thursday, June 6, 2013, be dedicated to the consideration of the appointment of the Special Federal Representative on West Coast Energy Infrastructure;

4. That the meetings of Tuesday, June 11, and Thursday, June 13, 2013, be dedicated to the consideration of the Supplementary Estimates (A) for 2013–2014, and that the list of witnesses invited to appear be as follows: the Department of Public Works and Government Services on Tuesday, June 11, the Treasury Board Secretariat and the Privy Council Office on Tuesday, June 13, for a one-hour appearance by each of the last two organizations;

5. That the Minister of Public Works and Government Services be invited to appear in relation to the study of the Supplementary Estimates (A) for 2013–2014 at a time when she is available;

6. That the meeting of Tuesday, June 18, 2013, be dedicated to the consideration of a statutory program, namely the Public Service Pension Plan.
