The Standing Committee on Government Operations and Estimates met in a televised session at 8:50 a.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

Members of the Committee present: Kelly Block, Peter Braid, Hon. Ron Cannan, Linda Duncan, Jacques Gourde, Jean-François Larose, Pat Martin, Hon. John McCallum, Costas Menegakis, Bernard Trottier and Mike Wallace.

Acting Members present: Kennedy Stewart for Denis Blanchette.

In attendance: Library of Parliament: Tina Lise LeGresley, Analyst ; Lindsay McGlashan, Analyst.

Witnesses: Conference Board of Canada: Vijay Gill, Associate Director, Public Policy. Canadian Centre for Policy Alternatives: Hugh Mackenzie, Research Associate. C.D. Howe Institute: Finn Poschmann, Vice-President, Research. Canadian Council for Public-Private Partnerships: Michael Marasco, Member of the Board of Administration; Mark Romoff, President and Chief Executive Officer.

Pursuant to Standing Order108(3)(c)(iv) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of effectiveness of public-private partnerships in the delivery of government services.

Finn Poschmann, Vijay Gill, Hugh Mackenzie, Mark Romoff and Michael Marasco made statements and answered questions.

At 10:32 a.m., the sitting was suspended.

At 10:34 a.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Standing Committee on Government Operations and Estimates be granted an operational budget of $10,400.00 for its study of effectiveness of public-private partnerships in the delivery of government services.

It was agreed, — That, notwithstanding any prior decision, the Committee hear additional witnesses for the study on the effectiveness of public-private partnerships in the delivery of government services and that these witnesses appear at the meeting of Thursday, October 25, 2012.

It was agreed, — That the Committee reserve the last part of its meeting of Thursday, October 25, 2012, for instructing the analysts on drafting a report for the study on the effectiveness of public-private partnerships in the delivery of government services and that the last part of the meeting of Thursday, November 1, 2012, be now devoted to reviewing the said draft.

It was agreed, — That, notwithstanding any prior decision, the meeting of Tuesday, October 23, 2012, be divided into two one-hour panels having two individuals or groups each.

At 10:48 a.m., the Committee adjourned to the call of the Chair.
