The Standing Committee on Justice and Human Rights met at 4:05 p.m. this day, in Room 112-N, Centre Block, the Chair, Mike Wallace, presiding.

 

Members of the Committee present: Dan Albas, Scott Armstrong, Françoise Boivin, Robert Goguen, Pierre Jacob, Hoang Mai, Kyle Seeback, Mike Wallace and David Wilks.

 

Acting Members present: Blaine Calkins for Brent Rathgeber, Isabelle Morin for Wayne Marston and Hon. Judy Sgro for Hon. Irwin Cotler.

 

Other Members present: Maria Mourani.

 

In attendance: House of Commons: Mike MacPherson, Legislative Clerk; David-Andrés Novoa, Legislative Clerk. Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Department of Justice: Matthew Taylor, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Wednesday, March 6, 2013, the Committee resumed consideration of Bill C-452, An Act to amend the Criminal Code (exploitation and trafficking in persons).
 

The Committee resumed its clause-by-clause study of the Bill.

 

Matthew Taylor answered questions.

 

By unanimous consent, Clause 1 previously carried was reconsidered.

 

Judy Sgro moved, — That the Committee allow Ms. Maria Mourani to speak during the Committee meeting.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

After debate, Clause 1 was negatived.

 

Clause 4 carried.

 

On Clause 5,

Robert Goguen moved, — That Bill C-452, in Clause 5, be amended by replacing lines 6 and 7 on page 3 with the following:

“(c) an offence under any of sections 279.01 to 279.03.”

 

After debate, the question was put on the amendment of Robert Goguen and it was agreed to.

 

Clause 5, as amended, carried.

 

On Clause 6,

Robert Goguen moved, — That Bill C-452, in Clause 6, be amended by replacing lines 8 and 9 on page 3 with the following:

“6. This Act comes into force on a day to be fixed by order of the Governor in Council.”

 

Judy Sgro moved, — That the amendment be amended by adding the words “, but not later than twelve months after it receives Royal Assent.” after the words “Governor in Council”

 

After debate, the question was put on the subamendment of Judy Sgro and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

After debate, the question was put on the amendment of Robert Goguen and it was agreed to.

 

Clause 6, as amended, carried on division.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-452, as amended, be reprinted for the use of the House at report stage.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That a proposed budget in the amount of $6,900 for the study of Bill C-452, An Act to amend the Criminal Code (exploitation and trafficking in persons), be adopted.

 

At 4:33 p.m., the Committee adjourned to the call of the Chair.
