The Standing Committee on Justice and Human Rights met at 3:31 p.m. this day, in Room 306, La Promenade Building, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Dan Albas, Françoise Boivin, Raymond Côté, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber, Craig Scott and Kyle Seeback.

 

Acting Members present: Candice Bergen for Brian Jean.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Cynthia Kirkby, Analyst.

 

Witnesses: Office of the Federal Ombudsman for Victims of Crime: Susan O'Sullivan, Federal Ombudsman for Victims of Crime. International Organization for Victim Assistance: Irvin Waller, President. John Howard Society of Canada: Catherine Latimer, Executive Director.

 
Pursuant to the Order of Reference of Tuesday, October 16, 2012, the Committee resumed consideration of Bill C-37, An Act to amend the Criminal Code.
 

Susan O'Sullivan made a statement and answered questions.

 

At 4:14 p.m., the sitting was suspended.

At 4:17 p.m., the sitting resumed.

 

Irwin Waller and Catherine Latimer made statements and answered questions.

 

At 5:01 p.m., the sitting was suspended.

At 5:04 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee study the subject Matter of Clauses 210 to 218 (Judges Act) of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures, by inviting the Minister of Justice and Attorney General of Canada and Senior Officials on Tuesday, November 6, 2012.

 

It was agreed, — That the Committee hear witnesses on Bill C-279, An Act to amend the Canadian Human Rights Act and the Criminal Code (gender identity and gender expression), on Tuesday, November 20 and Thursday, November 22, 2012.

 

It was agreed, — That the clause-by-clause consideration of Bill C-279, An Act to amend the Canadian Human Rights Act and the Criminal Code (gender identity and gender expression), commence on Tuesday, November 27, 2012.

 

At 5:12 p.m., the Committee adjourned to the call of the Chair.
