The Standing Committee on Justice and Human Rights met at 11:02 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Charmaine Borg, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Dan Albas for Kyle Seeback and Yvon Godin for Jack Harris.

 

In attendance: Library of Parliament: Julia Nicol, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Canadian Association of Elizabeth Fry Societies: Kim Pate, Executive Director. Association of Professional Security Agencies: Ross McLeod, President. Canadian Bar Association: Eric Gottardi, Vice-Chair, National Criminal Justice Section. Canadian Police Association: Tom Stamatakis, President.

 
Pursuant to the Order of Reference of Thursday, December 15, 2011, the Committee resumed consideration of Bill C-26, An Act to amend the Criminal Code (citizen's arrest and the defences of property and persons).
 

The witnesses made statements and answered questions.

 

At 12:36 p.m., the sitting was suspended.

At 12:40 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Robert Goguen, it was agreed, — That, in relation to the study of Bill C-26, An Act to amend the Criminal Code (citizen's arrest and the defences of property and persons), the proposed budget in the amount of $28,100 be adopted.

 

At 12:44 p.m., the Committee adjourned to the call of the Chair.
