The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 11:03 a.m. this day, in Room 253-D, Centre Block, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Marjolaine Boutin-Sweet, Brad Butt, Chris Charlton, Rodger Cuzner, Joe Daniel, Ed Komarnicki, Kellie Leitch, Colin Mayes, Phil McColeman and Devinder Shory.

 

Acting Members present: Manon Perreault for François Lapointe and Mike Sullivan for Ryan Cleary.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst. House of Commons: Christine Holke David, Procedural Clerk.

 

Witnesses: Department of Human Resources and Skills Development: Monika Bertrand, Director, Youth and Labour Market Programs for Persons with Disabilities; Sylvie Dubé, Policy Director, Office for Disability Issues; Yves Gingras, Senior Director, Economic Policy Directorate.

 
Pursuant to Standing Order 108(3)d) and the motion adopted by the Committee on Thursday, January 31, 2013, the Committee commenced its study of exploring employment opportunities for persons with disabilities.
 

Yves Gingras made a statement and, with the other witnesses, answered questions.

 

At 12:03 p.m., the sitting was suspended.

At 12:11 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Phil McColeman, it was agreed, — That a proposed budget in the amount of $33,800, for the study of exploring employment opportunities for persons with disabilities, be adopted.

 

Joe Daniel moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Brad Butt, Joe Daniel, Kellie Leitch, Colin Mayes, Phil McColeman, Devinder Shory — 6; NAYS: Marjolaine Boutin-Sweet, Chris Charlton, Rodger Cuzner, Manon Perreault, Mike Sullivan — 5.

 

At 12:16 p.m., the sitting was suspended.

At 12:16 p.m., the sitting resumed in camera.

 

It was agreed, — That the Committee requests that the Department of Human Resources and Skills Development provide it in writing with the new policy for handling of personal data.

 

It was agreed, — That the Committee requests that the Department of Human Resources and Skills Development provide it with a parallel comparison of the customized credit and identity protection services that they have contracted Equifax to provide to people affected by the Department`s loss of Canada Student Loans data with the comparable standard protections that Equifax provides.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, September 27, 2012, the Committee resumed its study of economic opportunities for young apprentices.
 
The Committee proceeded to give drafting instructions to the analysts for the report.
 

At 12:39 p.m., the Committee adjourned to the call of the Chair.
