The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met in a televised session at 8:49 a.m. this day, in Room 253-D, Centre Block, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Marjolaine Boutin-Sweet, Brad Butt, Chris Charlton, Ryan Cleary, Rodger Cuzner, Joe Daniel, Ed Komarnicki, François Lapointe, Kellie Leitch, Colin Mayes, Phil McColeman and Devinder Shory.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst.

 

Appearing: Hon. Diane Finley, P.C., M.P., Minister of Human Resources and Skills Development; Hon. Lisa Raitt, P.C., M.P., Minister of Labour.

 

Witnesses: Department of Human Resources and Skills Development: Ian Shugart, Deputy Minister; Hélène Gosselin, Deputy Minister of Labour; Karen Jackson, Senior Associate Deputy Minister, Chief Operating Officer for Service Canada; Alain P. Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2012-13: Votes 1b and 5b under HUMAN RESOURCES AND SKILLS DEVELOPMENT referred to the Committee on Thursday, November 8, 2012, and, pursuant to Standing Order 108(2), Performance Report 2011-2012 of Human Resources and Skills Development Canada.
 

The Chair called Vote 1b under HUMAN RESOURCES AND SKILLS DEVELOPMENT.

 

The Ministers made statements and, with Karen Jackson, answered questions.

 

Marjolaine Boutin-Sweet moved, — That the Committee ask the Minister of Human Resources and Skills Development Canada to release to the Committee the information requested by the Parliamentary Budget Officer on the cuts in her department.

 

A point of order was raised regarding the procedural admissibility of the proposed motion.

 

The Chair reserved his decision.

 

Questioning of the witnesses resumed.

 

The question: "Shall Vote 1b under HUMAN RESOURCES AND SKILLS DEVELOPMENT carry?" was put and was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The Chair called Vote 5b under HUMAN RESOURCES AND SKILLS DEVELOPMENT.

 

The question: "Shall Vote 5b under HUMAN RESOURCES AND SKILLS DEVELOPMENT carry?" was put and was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The question: "Shall Votes 1b and 5b under HUMAN RESOURCES AND SKILLS DEVELOPMENT be reported to the House?" was put and was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

ORDERED, — That the Chair report Votes 1b and 5b under HUMAN RESOURCES AND SKILLS DEVELOPMENT to the House.

 

The Committee resumed consideration of the motion of Marjolaine Boutin-Sweet, — That the Committee ask the Minister of Human Resources and Skills Development Canada to release to the Committee the information requested by the Parliamentary Budget Officer on the cuts in her department.

 

DECISION OF THE CHAIR

The Chair ruled the motion inadmissible as it does not relate to the subject at hand and does not fulfill the 48-hour notice requirement as provided in the routine motion adopted on Tuesday, June 21, 2011.

 

At 10:04 a.m., the sitting was suspended.

At 10:06 a.m., the sitting resumed in camera.

 
Pursuant to the Centennial Flame Research Award Act and the motion adopted by the Committee on Monday June 11, 2012, the Committee commenced its study of the 2012 Centennial Flame Research Award.
 

It was agreed, — That Larry Pempeit be the laureate of the 2012 Centennial Flame Research Award.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 15, 2012, the Committee resumed its studies of “Fixing the Skills Gap: Addressing Existing Labour Shortages in High Demand Occupations” and “Understanding Labour Shortages: Addressing Barriers to Filling Low-Skilled Jobs”.
 

The Committee resumed consideration of a draft report.

 
 

At 10:38 a.m., the Committee adjourned to the call of the Chair.
