The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 3:31 p.m. this day, in Room 112-N, Centre Block, the Chair, Ed Komarnicki, presiding.

 

Members of the Committee present: Marjolaine Boutin-Sweet, Brad Butt, Chris Charlton, Ryan Cleary, Rodger Cuzner, Joe Daniel, Ed Komarnicki, François Lapointe, Kellie Leitch, Colin Mayes, Phil McColeman and Devinder Shory.

 

Acting Members present: Jay Aspin for Phil McColeman and Jeff Watson for Devinder Shory.

 

In attendance: Library of Parliament: Sandra Gruescu, Analyst; André Léonard, Analyst.

 

Witnesses: Mining Association of Canada: Paul Hébert, Vice-President, Government Relations. Mining Industry Human Resources Council: Ryan Montpellier, Executive Director. Canadian Automotive Repair and Service (CARS) Council: Jennifer Steeves, President. Canadian Apprenticeship Forum: David Suess, Incoming President; Sarah Watts-Rynard, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 15, 2012, the Committee resumed its studies of “Fixing the Skills Gap: Addressing Existing Labour Shortages in High Demand Occupations” and “Understanding Labour Shortages: Addressing Barriers to Filling Low-Skilled Jobs”.
 
 

Jennifer Steeves and Sarah Watts-Rynard made statements and, with David Suess, answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:36 p.m., the sitting resumed.

 

Ryan Montpellier and Paul Hébert made statements and answered questions.

 

At 5:16 p.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

Chris Charlton moved, — That the Committee immediately commence a study regarding the subject matter of the sections of Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on Thursday, March 29, 2012 and other measures, which directly fall within the mandate of this committee, namely Part 4, Division 6, Social Security Tribunal and Service Delivery; Part 4, Division 7, Consolidation of Privacy Codes; Part 4, Division 8, Social Insurance Number Cards; Part 4, Division 11, Canada Mortgage and Housing Corporation; Part 4, Division 17, Federal-Provincial Fiscal Arrangements Act; , Part 4, Division 22, Canada Labour Code, Part 4, Division 23, Fair Wages and Hours of Labour Act; Part 4, Division 24, Old Age Security Act, Part 4, Division 51, Repeal of the Department Of Social Development Act; and Part 4, Division 52, Wage Earner Protection Program Act.

 

Kellie Leitch moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.
