The Standing Committee on Health met at 11:48 a.m. this day, in Room 228, La Promenade Building, the Chair, Joy Smith, presiding.

 

Members of the Committee present: Kelly Block, Patrick Brown, Colin Carrie, Libby Davies, Hon. Hedy Fry, Wladyslaw Lizon, Ben Lobb, Dany Morin, Djaouida Sellah, Joy Smith and Mark Strahl.

 

Acting Members present: Ryan Cleary for Matthew Kellway.

 

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst; Karin Phillips, Analyst. House of Commons: Marie-France Renaud, Procedural Clerk; Christine Lafrance, Legislative Clerk; Monique Hamilton, Procedural Clerk.

 

Witnesses: Health Canada: Suzy McDonald, Special Advisor to the Assistant Deputy Minister, Assistant Deputy Minister's Office, Healthy Environments and Consumer Safety Branch; Diane Labelle, General Counsel, Legal Services Unit. Canadian Consumer Specialty Products Association: Shannon Coombs, President. Hazardous Materials Information Review Commission: Rita Coshan, Chair, Council of Governors.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 1, 2012, the Committee commenced its study of the subject matter of clauses 269 to 298 (Hazardous Materials Information Review Act) of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

Libby Davies moved, — That the Committee continue to hear from witnesses on Tuesday, November 20, 2012 in relation to the study of the subject matter of clauses 269 to 298 (Hazardous Materials Information Review Act) of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

 

After debate, the question was put on the motion and it was negatived on the following recorded division: YEAS: Ryan Cleary, Libby Davies, Hedy Fry, Dany Morin, Djaouida Sellah — 5; NAYS: Kelly Block, Patrick Brown, Colin Carrie, Wladyslaw Lizon, Ben Lobb, Mark Strahl — 6.

 

Suzy McDonald, Shannon Coombs and Rita Coshan made statements and answered questions.

 

On motion of Colin Carrie, it was agreed, — That the Health Canada officials stay in order to respond to questions from the Committee members during the in camera portion of the meeting.

 

At 12:30 p.m., the sitting was suspended.

At 12:34 p.m., the sitting resumed in camera.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
