The Standing Committee on Health met at 8:47 a.m. this day, in Room 306, La Promenade Building, the Chair, Joy Smith, presiding.

 

Members of the Committee present: Kelly Block, Patrick Brown, Colin Carrie, Libby Davies, Hon. Hedy Fry, Dany Morin, Anne Minh-Thu Quach, Djaouida Sellah and Joy Smith.

 

Acting Members present: Ron Cannan for Parm Gill, David Tilson for Mark Strahl and Rodney Weston for Wladyslaw Lizon.

 

In attendance: House of Commons: Wayne Cole, Legislative Clerk. Library of Parliament: Raphaelle Deraspe, Analyst; Sonya Norris, Analyst.

 

Witnesses: Patricia Davidson, M.P., Sarnia—Lambton. Department of Health: Don Boyer, Acting Director, Medical Devices Bureau. Canadian Association of Optometrists: Dana Cooper, Director, Government Relations and Public Affairs; Desmond Fonn, Representative, Founding Director, Centre for Contact Lens Research, University of Waterloo. Canadian Ophthalmological Society: Jennifer Brunet-Colvey, Executive Director and Chief Executive Officer; Peter J. Agapitos, Representative, Chief, Department of Ophtalmology, Ottawa Hospital. Opticians Association of Canada: Lorne Kashin, Vice-President; Janice Schmidt, Advisor.

 
Pursuant to the Order of Reference of Tuesday, January 31, 2012, the Committee commenced consideration of Bill C-313, An Act to amend the Food and Drugs Act (non-corrective cosmetic contact lenses).
 

The Chair called Clause 1.

 

The witnesses made statements and answered questions.

 

At 10:00 a.m., the sitting was suspended.

At 10:01 a.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

On Clause 1,

Colin Carrie moved, — That Bill C-313, in Clause 1, be amended by replacing lines 6 to 10 on page 1 with the following:

“2.1 For the purposes of this Act, a non-corrective contact lens is deemed to be a device.”

 

After debate, the question was put on the amendment of Colin Carrie and it was agreed to.

 

Clause 1, as amended, carried.

 

On Clause 2,

Colin Carrie moved, — That Bill C-313, in Clause 2, be amended by replacing lines 11 to 15 on page 1 with the following:

“2. This Act comes into force on a day to be fixed by order of the Governor in Council.”

 

After debate, the question was put on the amendment of Colin Carrie and it was agreed to.

 

Clause 2, as amended, carried.

 

On Title,

 
On motion of Colin Carrie, it was agreed, — That Bill C-313 be amended by replacing the long title on page 1 with the following:

“An Act to amend the Food and Drugs Act (non-corrective contact lenses)”

 

The Title, as amended, carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

ORDERED, — That Bill C-313, as amended, be reprinted for the use of the House at report stage.

 

At 10:05 a.m., the Committee adjourned to the call of the Chair.
