The Standing Committee on Finance met in a televised session at 10:05 a.m. this day, in Room 237-C, Centre Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Hon. Scott Brison, Alain Giguère, Shelly Glover, Randy Hoback, Brian Jean, Hoang Mai, Wayne Marston, Cathy McLeod, James Rajotte and Dave Van Kesteren.

 

Acting Members present: Dan Albas for Mark Adler, Scott Armstrong for Shelly Glover, Hon. Mark Eyking for Hon. Scott Brison and Jamie Nicholls for Peggy Nash.

Pursuant to Standing Order 83.1, the Committee resumed its pre-budget consultations 2011.
 

David Penney, Jim Quick, Zachary Dayler, Sandra Schwartz, Peter Cairns, Fraser Reilly-King and Donald K. Johnson made statements and, with Maryse Harvey, answered questions.

 

At 11:35 a.m., the sitting was suspended.

At 11:39 a.m., the sitting resumed.

 

Rob Rainer, Harriett McLachlan, James Knight, Alain Pineau, Gary Grant, Normand Lafrenière, James K. Christie and Barb Mildon made statements and, with Michel St-Germain, answered questions.

 

At 1:09 p.m., the sitting was suspended.

At 1:11 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Randy Hoback moved, — Consistent with the Parliamentary Budget Office (PBO) mandate to provide estimates of the financial cost of proposals before Parliament (as outlined in section 79.2 of the Parliament of Canada Act), that the PBO automatically always provide the Committee, within 45 calendar days of a Private Members' Business item's appearance on the Private Members' Business Order of Precedence, a detailed and comprehensive costing analysis of all such items. That costing analysis shall be a) restricted to the motion or legislation as written and b) include a detailed description of the methodology used.

 

Scott Brison moved, — That the motion be amended by adding after the words “Order of Precedence” the following: “and within 30 calendar days of a government bill appearing on the Order Paper” and by adding after the words “methodology used.” the following: “The Committee also requests that all revelant departments and agencies provide the PBO with the information required for the PBO to carry out this analysis or provide a detailed response to the Committee explaining why the required information either does not exist or cannot be shared with the Committtee under Canadian Law”.

 

After debate, the question was put on the amendment of Scott Brison and it was negatived.

 

Hoang Mai moved, — That the motion be amended by adding after the words “Parliament of Canada Act).” the following: “provided that the Parliamentary Budget Officer has the necessary ressources” and by replacing the words “45 calendar days” with the following: “ as soon as possible”.

Debate arose thereon.

 

Randy Hoback moved, — That the amendment be amended by replacing the words “as soon as possible” with the words “before the start of the second reading”.

 

After debate, the question was put on the subamendment of Randy Hoback and it was agreed to.

 

The question was put on the amendment of Hoang Mai, as amended, and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

By unanimous consent, on motion of Randy Hoback, it was agreed, — Consistent with the Parliamentary Budget Office (PBO) mandate to provide independent analysis about the state of Canada’s finances and trends in the national economy (as outlined in section 79.2 of the Parliament of Canada Act), that the PBO provide an economic and fiscal outlook to the Committee the fourth week of October and April of every calendar year and be available to appear before the Committee to discuss its findings shortly thereafter.

 

At 1:49 p.m., the Committee adjourned to the call of the Chair.
