The Standing Committee on Foreign Affairs and International Development met at 11:01 a.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Bob Dechert, Paul Dewar, Nina Grewal, Hélène Laverdière, Ève Péclet, Hon. Bob Rae, Romeo Saganash, Gary Ralph Schellenberger and Dave Van Kesteren.

 

Acting Members present: Chungsen Leung for John Williamson and Hon. John McKay for Hon. Bob Rae.

 

In attendance: Library of Parliament: Allison Goody, Analyst; Miguel Bernal-Castillero, Analyst.

 

Witnesses: Canadian Bar Association: Noah Arshinoff, Staff Lawyer, Law Reform; Michael M. Osborne, Member, CBA Anti-Corruption Team. North-South Institute: Joseph K. Ingram, President. Transparency International Canada: Janet Keeping, Chair and President. Pursuant to the Order of Reference of Tuesday, June 4, 2013, the Committee resumed consideration of Bill S-14, An Act to amend the Corruption of Foreign Public Officials Act.
 

Noah Arshinoff, Michael M. Osborne, Joseph K. Ingram and Janet Keeping, by videoconference from Calgary, Alberta, each made a statement.

 

At 11:26 a.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 12:12 p.m., the sitting resumed.

 

The witnesses answered questions.

 

At 12:49 p.m., the sitting was suspended.

At 12:51 p.m., the sitting resumed.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Marcus Davies and Roland Legault answered questions.

 

Pursuant to Standing Order 75(1), consideration of the Preamble and Clause 1, Short Title, were postponed.

The Chair called Clause 2.
