The Standing Committee on Foreign Affairs and International Development met at 3:29 p.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.


Members of the Committee present: Dean Allison, Lois Brown, Bob Dechert, Nina Grewal, Sadia Groguhé, Jean-François Larose, Hélène Laverdière, Gary Ralph Schellenberger, Jinny Jogindera Sims, Dave Van Kesteren and John Williamson.


Acting Members present: Hon. Mark Eyking for Hon. Dominic LeBlanc and Alexandrine Latendresse for Hélène Laverdière.


In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst.


Appearing: Hon. Bev Oda, P.C., M.P., Minister of International Cooperation.


Witnesses: Canadian International Development Agency: Margaret Biggs, President; Arun Thangaraj, Director General, Business Planning, Resources Management and Systems. Opportunity International Canada: Doris Olafsen, Executive Vice-President; Dale Patterson, Member. Microcredit Summit Campaign: Larry Reed, Director. MicroEnsure LLC: Keith Weaver.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 1, 2011, the Committee resumed its study on the role of the private sector in achieving Canada's international development interests.

Dale Patterson, Keith Weaver and Larry Reed made statements and, with Doris Olafsen, answered questions.


At 4:31 p.m., the sitting was suspended.

At 4:37 p.m., the sitting resumed.

Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2012-13: Votes 1, 5, 10, 15, 25, 30, L35, L40, 45 and 50 under FOREIGN AFFAIRS AND INTERNATIONAL TRADE referred to the Committee on Tuesday, February 28, 2012.
Pursuant to Standing Order 108(2)(c), the Committee resumed its study of the expenditure plans for the Department for the fiscal year 2011-12.
Pursuant to Standing Order 108(2), the Committee commenced its study of the humanitarian situation in Africa.

The Minister made a statement and, with Margaret Biggs, answered questions.


At 5:15 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit until 5:20 p.m.


At 5:23 p.m., the Committee adjourned to the call of the Chair.
