The Standing Committee on Environment and Sustainable Development met at 3:36 p.m. this day, in Room 268, La Promenade Building, the Chair, Mark Warawa, presiding.

 

Members of the Committee present: Stella Ambler, François Choquette, Kirsty Duncan, Megan Anissa Leslie, James Lunney, François Pilon, Anne Minh-Thu Quach, Michelle Rempel, Robert Sopuck, Lawrence Toet and Mark Warawa.

 

Acting Members present: David Wilks for Stephen Woodworth.

 

In attendance: House of Commons: Chloé O'Shaughnessy, Legislative Clerk. Library of Parliament: Penny Becklumb, Analyst.

 

Witnesses: Canadian Environmental Assessment Agency: Helen Cutts, Vice-President, Policy Development Sector; Steve Mongrain, Senior Policy Advisor, Policy Development Sector.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 5, 2012, the Committee commenced its study of the subject matter of clauses 425 to 432 (Canadian Environmental Assessment Act, 2012) of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

Megan Anissa Leslie moved, — That, in relation to the study of the subject matter of clauses 425 to 432 (Canadian Environmental Assessment Act, 2012) of Bill C-45, the Committee meet on Monday, November 19, 2012, to hear from other witnesses.

 

By unanimous consent, it was agreed, — That the debate be now adjourned and be resumed in camera, immediately after hearing from the witnesses.

 

Helen Cutts made a statement and, with Steve Mongrain, answered questions.

 

At 4:36 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed in camera.

 

It was agreed, — That, at its meeting of Monday, November 19, 2012, from 3:30 p.m. to 4:15 p.m., the Committee hear from witnesses on the study of the subject matter of clauses 425 to 432 (Canadian Environmental Assessment Act, 2012) of Bill C-45, namely one (1) witness chosen by the opposition parties and one (1) witness chosen by the Conservative Party; from 4:30 p.m. to 5:30 p.m., the Committee proceed to the consideration of the Supplementary Estimates (B) 2012-13 and the appearance of the Minister of the Environment; and, at 5:30 p.m., the Committee meet in camera to resume consideration of a draft response to the Chair of the Standing Committee on Finance.

 

At 4:57 p.m., the Committee adjourned to the call of the Chair.
