The Standing Committee on Citizenship and Immigration met in camera at 11:00 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, David Tilson, presiding.

Members of the Committee present: Paulina Ayala, Don Davies, Rick Dykstra, Roxanne James, Matthew Kellway, Chungsen Leung, Costas Menegakis, Ted Opitz, Rathika Sitsabaiesan, David Tilson and John Weston.

Acting Members present: Hon. Denis Coderre for Kevin Lamoureux and Jean Crowder for Matthew Kellway.

In attendance: Library of Parliament: Julie Béchard, Analyst ; Sandra Elgersma, Analyst.

Appearing: Hon. Jason Kenney, P.C., M.P., Minister of Citizenship, Immigration and Multiculturalism.

Witnesses: Department of Citizenship and Immigration: Neil Yeates, Deputy Minister; Claudette Deschênes, Assistant Deputy Minister, Operations; Les Linklater, Assistant Deputy Minister, Strategic and Program Policy; Daniel Paquette, Acting Assistant Deputy Minister, Chief Financial Officer.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure which read as follows, be adopted:

Your Subcommittee met on Tuesday, November 22, 2011, to consider the business of the Committee and agreed to make the following recommendations:

That the Committee invite officials from Citizenship and Immigration Canada on Thursday, December 1, 2011, to brief the members on the Provincial Nominee Program;

That the Committee consider its draft report on Immigration Application Backlogs on Thursday, December 8, Tuesday, December 13, and if necessary on Thursday, December 15, 2011.

At 11:02 a.m., the sitting was suspended.

At 11:06 a.m., the sitting resumed in a televised session.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2011-2012: Votes 1b and 7b under CITIZENSHIP AND IMMIGRATION referred to the Committee on Thursday, November 3, 2011.

The Chair called Vote 1b under CITIZENSHIP AND IMMIGRATION.

The Minister made a statement and with Neil Yeates, Claudette Deschênes, Les Linklater and Daniel Paquette answered questions.

Vote 1b under CITIZENSHIP AND IMMIGRATION carried.

The Chair called Vote 7b under CITIZENSHIP AND IMMIGRATION.

Vote 7b under CITIZENSHIP AND IMMIGRATION carried.

ORDERED, — That the Chair report Votes 1b and 7b under CITIZENSHIP AND IMMIGRATION to the House.

At 12:56 p.m., the Committee adjourned to the call of the Chair.
